Senior Consultant - Smart Cities

Overview

Senior Consultant - Smart Cities role at AtkinsRéalis. Location: Dubai or Riyadh. The role focuses on shaping smart city strategies, defining use cases, developing functional and technical requirements, and contributing to specifications and implementation guidelines. You will work with multi-disciplinary teams across design, procurement, and delivery to align with client objectives and global best practices.

This position offers hands-on involvement in high-impact projects across the Middle East, providing exposure to complex urban challenges and opportunities to drive meaningful change. Responsibilities
  • Project Delivery: provide expert technical support in the design and development of inclusive urban strategies and future city processes.
  • Develop smart city use cases and translate them into functional and technical requirements aligned with client objectives.
  • Draft guidelines, specifications, compliance scorecards, and SOPs for smart city systems and services.
  • Lead design reviews across Pre-Concept, Concept, Schematic, and Detailed Design stages, ensuring smart city provisions are embedded.
  • Collaborate with ICT, MEP, and sustainability teams to integrate smart city requirements into drawings, BIM models, and technical specifications.
  • Identify and enhance traditional urban infrastructure assets with future technology elements to enable smart services and applications.
  • Conduct benchmarking and research to align strategies with ISO 37122, SmartScore, WiredScore, and global best practices.
  • Contribute to the definition of requirements for Smart City Platforms, IoT ecosystems, and Command & Control Centers.
  • Facilitate data management, interoperability, and system-of-systems architecture discussions.
  • Assist in developing evaluation criteria and frameworks for Master System Integrators during procurement.
  • Prepare and deliver high-quality presentations, reports, and technical documentation for clients and stakeholders.
  • Support stakeholder workshops to capture needs and refine requirements, ensuring alignment with project goals.
  • Collaborate with Land Use, Built Environment Masterplanning, and Urban Design teams to identify smart city solutions across key dimensions (Smart Economy, Smart Environment, Net Zero, Smart Living, Smart Mobility, Smart People, Smart Governance).
  • Convert strategy into actionable deliverables (use cases, RTMs, SOPs).
  • Strong analytical mindset with research and problem-solving skills; effective collaboration in multi-disciplinary teams with client engagement.
Business Development
  • Support proposal inputs, case studies, and project references.
  • Contribute to internal knowledge frameworks, tools, and templates to support high-quality smart city delivery.
  • Develop Smart City Masterplans and processes reflecting global trends while addressing local contexts and opportunities.
Education
  • MBA with technology focus.
  • Bachelor's degree in urban informatics/smart cities or related engineering, digital field.
Professional Experience / Qualifications
  • 3+ years in smart city development and delivery.
  • Experience with Smart City / IoT platforms - data integration, analytics, interoperability.
  • Urban Command & Control Centers - operations, visualization, use-case enablement.
  • Digital infrastructure - networks, cloud, cybersecurity, data governance.
  • Sectoral use cases - mobility, sustainability, public safety, urban services.
  • Strong Excel skills, financial modelling, and analytical abilities, with knowledge of real estate valuation techniques.
  • Exposure to Power BI and project reporting tools preferred.
  • Ability to analyze data to deliver practical solutions.
Behavioural Skills
  • Excellent communication and presentation skills; able to convey complex topics to diverse stakeholders.
  • Ability to build strong client, regulator, and partner relationships.
  • Fluent in English; Arabic proficiency a plus.
  • Willing and able to travel as required.
  • Strong report writing and quality review capabilities.
  • Ability to manage priorities and perform under pressure.
  • Adaptable, proactive, and able to work across AtkinsRéalis and client locations.
