Hours: Full-time, 40-hours/week

FLSA Status: Hourly, Nonexempt

Position Summary

The Senior Contract Specialist leads acquisition planning, strategy, and execution for complex federal procurements. This role provides expert guidance on contract formation, administration, and policy compliance, ensuring adherence to the FAR, EDAR, and agency-specific regulations. The Senior Contract Specialist acts as a subject matter expert (SME) in acquisition best practices, supports policy reviews, and advises on negotiations strategies. This position is key to maintaining the integrity and efficiency of the procurement process while mentoring mid-level and junior staff. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the customer.

Requirements:

Essential Duties and Responsibilities

  • Lead development of acquisition strategies and documentation, including Acquisition Plans (AP), Justifications and Approvals (J&A), and Determinations and Findings (D&F).
  • Provide expert-level review of solicitations, contracts, and modifications for compliance and accuracy.
  • Advise on negotiation strategies and conduct price/cost analyses to support fair and reasonable determinations.
  • Participate in Peer Reviews and Contract Review Boards (CRBs), ensuring compliance with FAR and agency policy.
  • Conduct contract file reviews, audit preparation, and oversight to maintain data integrity and compliance.
  • Coordinate with program and legal staff to resolve complex acquisition and policy issues.
  • Provide leadership and mentorship to junior and mid-level contract specialists.
  • Track and report acquisition milestones and deliverables, ensuring timely completion.
  • Support internal quality assurance and continuous process improvement initiatives.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit Monthly Status Reports on a regular basis, as required.
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Knowledge and Critical Skills

  • Comprehensive knowledge of the FAR, EDAR, and other applicable federal acquisition policies.
  • Proven ability to lead teams and guide complex contracting actions through the full lifecycle.
  • Strong analytical, negotiation, and policy interpretation skills.
  • Excellent written and oral communication abilities with senior-level stakeholders.
  • Proficiency in Microsoft Office Suite and acquisition management systems such as FPDS, PRISM, or equivalent.
  • Ability to provide strategic insight and mentor team members effectively.

Education & Work Experience

  • Bachelor’s degree in Business, Public Administration, or related field.
  • 8-10 years of experience in federal contracting or acquisition management, with demonstrated experience leading complex procurements.
  • Prior experience supporting audits, policy review boards, and executive-level acquisition planning preferred.

Certifications, Licenses

  • FAC-C (Professional), DAWIA Level III, or equivalent certification required.

Special Requirements

  • Must be able to obtain and maintain a Public Trust clearance.
  • DOD clearance, preferred.

Work Environment

Employee will primarily work remotely in a professional home office environment with standard computer and communications equipment. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.

Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
