Role:

APV is seeking a dynamic Senior Human Resource Specialist (Staffing and Recruitment) at Department of Homeland Security (DHS) with demonstrated experience in a Federal Government capacity and Delegated Examining Unit experience.

Duties:

· Serve as a subject matter expert in federal staffing and recruitment services.

· Lead full cycle hiring operations, ensuring effective and efficient processes.

· Advise managers on complex hiring authorities and strategies.

· Ensure compliance with federal HR laws, regulations, and OPM qualification standards.

· Guide large-scale hiring initiatives to align with organizational needs.

· Support workforce planning efforts to address mission-critical requirements.

· Develop and implement talent acquisition strategies to attract qualified candidates.

· Provide technical guidance to managers on Title 5 regulations, delegated examining, excepted service hiring, and merit promotion procedures.

· Develop and manage end-to-end staffing actions: job analyses, vacancy announcements, assessment tools, applicant review, issuing tentative and final offers, onboarding, and personnel action coding.

· Serve as lead reviewer for complex hiring actions and oversee staffing projects requiring surge recruitment, critical occupation hiring, and priority placement.

· Advise management on the use of hiring flexibility (e.g., veterans’ preference, direct hire authority, student programs, special salary rates, relocation incentives).

· Conduct job audits and develop crediting plans, ranking criteria, and structure interview guides.

· Prepare technical reports, metrics, and recruitment effectiveness evaluations to inform leadership decisions.

· Train and mentor HR Specialists and assistants in staffing procedures, policy compliance, and workload management.

· Partner with universities, professional associations, and community organizations to develop recruitment pipelines, with emphasis on diversity and underserved populations.

Education:

· BS degree in Human Resources or Business Administration or equivalent degree

Required Skills:

· 7 years of experience or master’s degree and 5 years of experience

· Comprehensive Expertise: In-depth knowledge of USA Staffing, eOPF, HR Navigator, and federal personnel systems to streamline processes and enhance efficiency.

· Regulatory Proficiency: Strong capability to interpret and apply OPM qualification standards and federal HR laws, ensuring compliance and best practices.

· Communication Mastery: Exceptional written and verbal communication skills, adept at advising leadership and crafting technical documentation tailored to diverse audiences.

· Leadership and Mentorship: Proven track record in leading projects, mentoring team members, and developing innovative recruitment strategies to attract top talent.
