DEPARTMENTAL INFORMATION

The Senior Culture and Engagement Strategist's primary responsibility will be to serve as the Compliance Officer for the City’s Human Rights Commission. This person will receive complaints of alleged discrimination, investigate those complaints and recommend appropriate action in accordance with city, state and federal civil rights legislation, with legal counsel provided by the Municipal Counselor’s Office. When appropriate, this person will involve the Human Rights Commission, providing staff support and ensuring the Commission operates in compliance with the City ordinance.

JOB SUMMARY

This job is located in the Office of Culture and Engagement in the City Manager’s Office within the City of Oklahoma City and is under the direction of the Chief Culture & Engagement Officer (CCEO). The Senior Culture and Engagement Strategist is responsible for leading strategic efforts that strengthen the City’s organizational culture, improve employee engagement, and support a thriving workplace. This role serves as a thought partner to the CCEO, leads the City's culture and engagement learning strategy, and advises on policies, practices, and systems that support a people-first workplace.

ESSENTIAL JOB FUNCTIONS

  • Partnering with varying levels of leadership to co-develop and implement Culture & Engagement (C&E) strategic plans that align with departmental goals and enhance employee engagement, retention, and overall employee experience.
  • Leading the design, implementation, and ongoing evolution of the City’s organizational C&E learning and development strategy, with a focus on collaboration and empathetic leadership.
  • Researching, recommending, and communicating best practices in organizational culture and engagement, contributing to the continuous improvement of the City's value-driven work environment.
  • Leading the collection, analysis, and interpretation of C&E-related data to inform decision-making, inspire action, and promote accountability.
  • Preparing and presenting meaningful metrics, reports, and progress updates to internal stakeholders, including executive leadership.
  • Supporting the review and development of City policies, memos, and internal guidelines to ensure alignment with the City's C&E values, goals, and legal requirements.
  • Managing complex projects and programs from concept through execution and evaluation, ensuring strategic alignment, role clarity, and adaptability in a changing environment.
  • Serving as a skilled facilitator and communicator, engaging with senior leaders, employees, and external stakeholders to advance cultural initiatives and foster shared ownership.
  • Mentoring and providing guidance to C&E team members, volunteers, and peer contributors to build capability and sustain momentum for engagement and culture initiatives.
  • Partnering with Human Resources (HR) and Municipal Counsel to strengthen the employee talent lifecycle and ensure legal compliance with employment laws, regulations, and policies. Deferring to HR in sensitive matters related to applicable City policy.
  • Representing the Office of Culture and Engagement at meetings, training courses, and interdepartmental committees.
  • Serving as a resource and liaison for culture and engagement-related initiatives.
  • Performing other duties as assigned.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. MINIMUM QUALIFICATIONS

  • Possession of a bachelor’s degree or higher in human resources management, human relations, organizational development, organizational psychology, sociology, or a related field.
  • Minimum of five (5) years’ experience managing culture and engagement initiatives, organizational culture, employee engagement, inclusion and belonging-related programming or related fields.

WORKING CONDITIONS

  • Primarily indoors, subject to sitting for extended periods of time.

Note : Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.
