BT Consulting Group Seeking Senior Director of Facilities Management

Division Size: ~40 FTE across facilities and plant operations
Overview
A public university in the Mid-Atlantic region is seeking a Senior Director of Facilities Management to lead a multi-functional facilities and physical plant organization serving a campus environment with approximately 40 staff across planning, construction, plant operations, trades, grounds, fleet, and infrastructure.
Reporting to the Vice President for Finance & Administration, the Senior Director provides strategic and operational leadership across:
- Planning, Design & Construction
- Facilities Operations & Work Control
- Sustainability, Energy & Insurance Coordination
- Trades (Electrical, Plumbing, HVAC, Multi-Trades, Locksmith)
- Grounds & Landscape
- Fleet & Automotive Services
- Real Estate Development & Infrastructure (vacant leadership role currently)
This is both a strategic and stabilization role. Several supervisory and skilled trade positions are currently vacant, requiring strong operational discipline, workforce planning, and recruitment leadership.
Organizational Scope
The Director oversees a layered structure including:
- Assistant Director – Planning, Design & Construction
- Assistant Director – Facilities Management
- Facilities Supervisor
- Plant Superintendent
- Landscape Supervisor
- Sustainability / Energy & Insurance Coordinator
- Work Control Manager
- Associate Director – Real Estate Development & Infrastructure (currently vacant)
The portfolio includes:
- Capital planning and master planning
- Work order management and centralized work control
- Electrical, plumbing, HVAC, and multi-trade operations
- Groundskeeping and landscape services
- Fleet and automotive maintenance
- Risk management and environmental compliance
- Utilities and campus infrastructure systems
The organization currently includes multiple vacancies in critical roles (including supervisory and skilled trades), requiring strong workforce stabilization and operational continuity planning.
Key Responsibilities
Strategic Leadership & Capital Planning
- Lead long-term facilities master planning and capital budget development
- Align infrastructure investments with institutional strategic priorities
- Coordinate engineering, design, and construction oversight
Operational Excellence
- Oversee day-to-day plant operations, utilities, and campus maintenance
- Implement service-level standards and performance metrics
- Strengthen work control systems and preventive maintenance programs
- Ensure continuity of operations despite staffing gaps
Workforce Stabilization & Development
- Assess organizational structure and supervisory capacity
- Lead recruitment, retention, and succession planning across trades
- Reinforce accountability and performance expectations
- Build leadership bench strength at the supervisor and superintendent levels
Risk Management & Compliance
- Ensure compliance with federal, state, and local regulatory requirements
- Oversee environmental health and safety coordination within facilities
- Manage emergency response protocols and essential personnel readiness
- Maintain 24-hour operational availability for campus emergencies
External Coordination
- Serve as liaison to state and local agencies for facilities-related matters
- Manage contractor relationships and service providers
- Coordinate inspections, audits, and regulatory reviews
Qualifications
- Bachelor’s degree in engineering, architecture, construction management, facilities management, or related field
- Professional licensure or industry certifications preferred
- Significant progressive leadership experience in facilities or plant operations within a complex institutional setting
- Experience managing multi-layered facilities organizations (30+ staff preferred)
- Demonstrated experience in capital planning and infrastructure oversight
- Experience managing workforce shortages or organizational restructuring preferred
- Strong executive communication skills and ability to brief senior leadership

Conditions of Employment
- Essential personnel status with 24-hour emergency availability
- Evening and occasional overnight travel may be required
