Responsibilities:
Our newest opportunity is for a talented Senior Financial Advisor, seconded to our Client from government sector in Doha, Qatar.
You will be leading financial advisory for PPP project development and procurement, driving structuring, financial modelling, and stakeholder engagement through to financial close.
We envisage success in this role to include;

Leading financial advisory for the procurement of PPP delivery partners.

Managing end-to-end PPP project development and procurement activities.

Leading PPP structuring, preparing financial feasibility frameworks, and conducting financial due diligence, tariff modelling, risk analysis, and financial modelling.

Managing and engaging with transaction advisors and stakeholders on financial and commercial aspects of PPP project documentation.

Reviewing financial and market components of key studies including needs assessment, option analysis, and business case development.

Developing and reviewing financial components of RFQ/RFP documents, including bidder instructions and financial evaluation criteria.

Assessing macroeconomic and financial risks within project agreements, including payment mechanisms and financial schedules.

Leading the preparation and updating of financial sections of procurement documents. Leading workshops related to bid preparation and procurement processes.

Supporting the Authority’s Project Manager in bidder interactions on financial matters.

Coaching and guiding the Authority’s PPP team to achieve project objectives.

Engaging with project owners and key stakeholders (e.g., Ministry of Finance, Ministry of Commerce and Industry) on financial and market-related matters.

Assessing PPP model options and recommending preferred commercial structures.

Leading the development of payment mechanisms in coordination with technical advisors.

Managing the evaluation of financial proposals and supporting preferred bidder selection.

Leading negotiations with preferred bidders through to financial close.

Managing key stakeholder relationships and ensuring alignment across entities.

Developing and promoting programme and project-related financial policies.

Ensuring compliance with targets and governance requirements.
Qualifications:
To be successful in this dynamic opportunity, we envision that your career journey to date will include a minimum of 20+ years of relevant experience, including at least 10 years in PPPs and transaction advisory, partnered with a Bachelor’s degree in a relevant field such as Project Management, Commerce, Economics, Business Administration, Engineering, or equivalent from a recognized institution.
Additional Requirements:

Possessing a Chartered or Professional Certification from an internationally recognized institution will be highly desired.

Demonstrating strong expertise in financial modelling, project finance, and PPP structuring.

Preparing high-quality reports, presentations, and communications for senior stakeholders.

Building and maintaining strong relationships within large organizations and with external stakeholders.

Making sound, impartial decisions and managing multiple stakeholder perspectives effectively.
