Senior HR Manager

Role Overview

The Senior Manager – Human Resources will lead the end-to-end HR function for Saudi Arabia operations, managing the corporate office in Riyadh while ensuring robust HR operations, statutory compliance, onboarding, and employee lifecycle management for the manufacturing plant in Al Kharj.

This role requires a hands-on HR leader with strong knowledge of Saudi labor laws, compliance frameworks, and plant HR operations, capable of balancing strategic HR leadership with operational execution. The incumbent will act as a key business partner to leadership, ensuring workforce effectiveness, regulatory adherence, and a strong employee experience across locations.

Key Responsibilities1) HR Operations & Employee Lifecycle Management

  • Manage the complete employee lifecycle across corporate and plant operations, including:
  • Manpower planning and workforce budgeting
  • Recruitment and onboarding
  • Probation management
  • Performance management
  • Employee engagement and retention
  • Exit management and final settlements
  • Ensure seamless onboarding processes, including documentation, induction, and system setup
  • Maintain accurate employee records and HR documentation
  • Oversee attendance, leave management, and HRIS data integrity

2) Compliance & Regulatory Management (Critical Role Component)

  • Ensure full compliance with Saudi labor laws and statutory requirements
  • Manage and monitor:
  • Saudization / Nitaqat compliance
  • GOSI registrations and updates
  • Labor contracts and renewals
  • Work permits and residency documentation (in coordination with PRO/GRO)
  • WPS and payroll compliance
  • Employee file audits and documentation readiness
  • Support audits, inspections, and regulatory submissions
  • Maintain compliance dashboards and periodic reporting

3) Plant HR Support – Al Kharj

  • Provide structured HR support to the manufacturing plant, including:
  • Onboarding and documentation of plant employees
  • Compliance monitoring and record management
  • Coordination on manpower planning
  • Implementation of HR policies and procedures
  • Support for disciplinary actions and grievance handling
  • Conduct periodic HR visits to ensure alignment and compliance readiness
  • Ensure adherence to safety, labor, and documentation standards

4) Talent Acquisition & Workforce Planning

  • Lead recruitment activities for corporate and plant roles
  • Develop sourcing strategies aligned with Saudization requirements
  • Partner with business leaders to forecast manpower needs
  • Manage recruitment vendors and hiring timelines
  • Ensure a structured onboarding experience

5) Employee Relations & Engagement

  • Act as the primary HR point of contact for employee concerns
  • Promote a positive and compliant workplace culture
  • Manage disciplinary processes in line with labor regulations
  • Lead engagement initiatives across locations
  • Support leadership on performance and behavioral management

6) HR Governance & Reporting

  • Develop and implement HR policies, procedures, and SOPs
  • Maintain HR dashboards and reports on:
  • Headcount
  • Attrition
  • Saudization
  • Compliance status
  • Recruitment metrics
  • Provide periodic updates to leadership
  • Drive HR process standardization

7) Payroll & Vendor Coordination

  • Oversee payroll inputs and validation
  • Coordinate with vendors for:
  • Payroll processing
  • Medical insurance
  • Employee benefits
  • HR services

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • Master’s degree / MBA in HR preferred
  • HR certifications (CIPD, SHRM, or equivalent) are an advantage

Experience Requirements

  • 10–15 years of HR experience
  • Minimum 3–5 years in a senior HR leadership role
  • Experience managing HR operations in Saudi Arabia
  • Prior experience in Pharmaceutical manufacturing or plant HR preferred
  • Strong knowledge of Saudi labor law and compliance frameworks

Job Type: Full-time

Pay: ﷼25,000.00 - ﷼30,000.00 per month
