  • Education: Bachelor’s Degree in Engineering (Civil, Mechanical, or Electrical) or Occupational Health & Safety.
  • Certification: NEBOSH International Diploma (Level 6)
  • Regional Requirements: Must be an OSHAD Grade A registered Practitioner (for Abu Dhabi projects) or equivalent municipality approval.
  • Specialized Training: Lead Auditor certification for ISO 45001:2018 and ISO 14001:2015.

With 15 years in the field, the candidate must demonstrate:

  • Multi-Project Governance: Experience managing at least 3–5 large-scale construction projects (high-rise, infrastructure, or industrial) simultaneously.
  • Budgeting & Resource Allocation: Ability to forecast HSE budgets, procure life-safety equipment, and manage third-party safety consultants.
  • Advanced Risk Management: Expertise in developing Quantitative Risk Assessments (QRA) and Hazard Identification (HAZID) for complex high-risk activities (heavy lifting, deep excavations, and brownfield works).

3. Leadership & Team Management

At the age of 40+, the candidate is expected to act as a mentor and a bridge between the site and the boardroom:

  • Strategic Leadership: Capability to develop a 3-year HSE Roadmap and a "Zero Harm" corporate culture.
  • Team Mentorship: Leading a team of HSE Managers, Officers, and Inspectors across different project locations.
  • Conflict Resolution: Strong personality to stop unsafe work even when facing pressure from Project Managers to meet deadlines.
  • Crisis Management: Serving as the Lead Investigator for serious incidents using Root Cause Analysis (RCA) techniques.

4. Key Responsibilities for a Multi-Project Role

1. HSE Management System (HSEMS): Review and update the company’s Integrated Management System to ensure it stays current with UAE Federal Laws and local CoPs.

2. Compliance Auditing: Conducting high-level internal audits across all sites to identify systemic gaps (not just site-specific issues).

3. Client Liaison: Representing the company in high-level meetings with Developers (e.g., Modon, Aldar) and Government Authorities (Civil Defense, Municipality).

4. Performance Metrics: Developing Leading and Lagging Indicators (KPIs) to track safety performance and reporting these directly to the Managing Director.

5. Candidate Profile (Personal Attributes)

  • Age Profile (40+): This ensures the "emotional intelligence" and authority required to command respect from senior project stakeholders and seasoned site workers.
  • Language: Fluency in English is mandatory; Arabic is a significant advantage for government liaison.
  • Technology: Proficient in using E-HSE management software and digital reporting tools.
