We are seeking a highly experienced Senior Health, Safety, Environment & Security (HSES) Officer to support site operations across oil & gas, fabrication, and construction projects. The ideal candidate will have strong hands on experience in HSES systems implementation, incident investigation, regulatory compliance, and site supervision, along with the ability to lead safety initiatives, audits, and emergency preparedness activities.
JOB RESPONSIBILITIES
- Monitor and ensure compliance with company HSES standards, policies, and procedures, and provide guidance to supervision and management
- Implement and communicate HSES policies at site, ensuring workforce awareness and adherence
- Promote HSES awareness and ensure proper use of PPE/RPE in accordance with company standards
- Support and audit Permit to Work (PTW) system implementation and field compliance
- Conduct regular inspections of work areas, fire and safety equipment, and maintain inspection records
- Perform confined space gas testing when trained and authorized
- Deliver stand down and Stop for Safety meetings following incidents, near misses, and critical observations
- Analyze project emergency scenarios, plan and schedule emergency drills, and ensure timely closure of actions
- Participate in emergency drills and real emergency situations when required
- Lead Level 1 incident and near miss investigations, including reporting and close out documentation
- Conduct Task Risk Assessment (TRA) and Job Safety Analysis (JSA) audits, identifying and reporting non compliance
- Support closure of HAZID action items in coordination with HSES Advisor
- Conduct site safety surveys to identify required safety signage and ensure proper implementation
- Drive Safe Start initiatives and awareness for new subcontractors at site
- Monitor and ensure implementation of hazard control processes including HAZID, TRA, JSA, take 5, WASH, and Stop for Safety
- Ensure proper documentation and maintenance of all HSES records and data
- Identify, challenge, and stop unsafe acts and conditions; ensure immediate reporting of near misses and incidents
- Participate in internal and external HSES audits
- Conduct and participate in weekly HSES walkthroughs and ensure follow up of action items
- Support HSES induction and training programs for employees and subcontractors
- Monitor and report HSES statistics, trends, and improvement initiatives for assigned areas
- Perform duties of Associate HSES Officer / HSES Officer when required to ensure continuity of operations
- Ensure compliance with HSE and information security policies and procedures
KEY QUALIFICATIONS
- Secondary school education or equivalent qualification (Diploma preferred)
- Minimum 5+ years of experience as an HSES Officer in Oil & Gas, rig refurbishment, fabrication, or construction projects
- NEBOSH International General Certificate (IGC) certification is mandatory
- Training in Risk Assessment, Hazard Identification, Incident Investigation, and Emergency Response
- Certified in Basic First Aid, Firefighting, and Authorized Gas Testing
- Strong hands on experience in HSES inspections, audits, incident investigations, and compliance monitoring
- Familiarity with HSES systems such as PTW, TRA, JSA, HAZID, and safety reporting tools
- Ability to lead incident investigations and emergency response activities effectively
- Strong communication and coordination skills with workforce, management, and clients
- Ability to supervise HSES activities and resolve site issues effectively
- Ability to respond calmly and effectively in emergency situations
- Good understanding of HSES management systems and industrial safety practices
