Instructional Designer - On-Site Services
Bureau of Land Management (BLM) / National Wildfire Coordinating Group (NWCG)
Position Overview
We are seeking an experienced Instructional Designer to provide comprehensive on-site instructional design services supporting the Bureau of Land Management's National Wildfire Coordinating Group's learning and development initiatives. This full-time, on-site position will focus on creating performance-based training solutions using the ADDIE model, with particular emphasis on Analysis and Assessment phases to ensure learning solutions align with organizational goals and performance outcomes.
Key Responsibilities
Analysis Phase
- Conduct stakeholder interviews and focus groups to identify training needs
- Perform comprehensive task analysis and learner analysis
- Identify training gaps and performance needs within the wildland fire community
- Define measurable learning objectives and success criteria
- Analyze current training content and delivery mechanisms
- Deliver Training Needs Analysis Reports
Design Phase
- Develop instructional strategies aligned with adult learning principles
- Create detailed course outlines, content maps, and storyboards
- Design various assessment types (formative, summative, diagnostic)
- Ensure content alignment with learning objectives and evaluation criteria
- Produce Course Design Documents, Storyboards/Prototypes, and Assessment Blueprints
Development Phase
- Create instructional materials across multiple modalities (e-learning, instructor-led, hybrid)
- Develop comprehensive learning assessments and evaluation tools
- Build multimedia assets including graphics, audio scripts, and training scenarios
- Deliver completed Training Modules, Assessment Instruments, and Instructor/Learner Guides
Implementation Phase
- Support training delivery and deployment through LMS and other platforms
- Provide facilitator support and train-the-trainer services as required
- Assist with setup, configuration, and technical troubleshooting
- Create Implementation Plans and Facilitation Support Materials
Evaluation Phase
- Conduct Level 1 (Reaction) and Level 2 (Learning) evaluations using Kirkpatrick model
- Analyze assessment data to determine learner outcomes and training effectiveness
- Provide data-driven recommendations for continuous improvement
- Deliver Evaluation Summary Reports and Improvement Recommendations
Required Qualifications
Education & Experience
- Bachelor's degree in Instructional Design, Education, Training & Development, or related field
- Minimum 10 years of experience in Instructional System Design
- Proven experience collaborating with client organizations and staff
- Demonstrated ability to work with Subject Matter Experts, project managers, and stakeholders in fast-paced environments
- Either Military/Department of Defense experience OR Wildland Fire community experience
Technical Expertise
- Deep understanding of the ADDIE model and adult learning principles
- Experience with Kirkpatrick Training Evaluation methodology (Levels 1-4)
- Proficiency in job task analysis techniques
- Systems-level thinking approach to training design
- Experience with Learning Management Systems (LMS) and various delivery platforms
Specialized Experience
- Focus on performance-based training rather than theoretical/academic approaches
- Experience developing experiential learning rather than lecture-based training
- Emphasis on practical application and task performance over knowledge retention
- Ability to design training that supports employee development and job performance
Preferred Qualifications
- Experience with multimedia development tools
- Project management experience in training environments
Security Requirements
- Must be able to obtain and pass a background/suitability investigation
Work Environment & Schedule
- Location: National Interagency Fire Center (NIFC), Boise, Idaho
- Schedule: Full-time, on-site position (remote work not available)

Pay: $110,000.00 - $125,000.00 per year
