Senior Instrumentation & Control Engineer - Afghanistan based Gas-Fired Power Plant

Job Purpose

The Senior Instrument and Controls Engineer ensures that the Bayat Power SGT-A45 Generation Facility, located in Jowzjan Afghanistan, and equipment are maintained in a safe and efficient manner while making sure that all applicable statutory and non-statutory requirements are complied with and recorded. He ensures safe, efficient, and reliable power generation by designing, installing, maintaining, and calibrating systems that monitor and control critical parameters like temperature, pressure, and flow, using PLC, DCS and SCADA to automate operations and provide performance data for overall plant management. They are vital for optimizing output while adhering to strict safety and regulatory standards, managing everything from field sensors to central control systems.

Management and Professional Experiences：

• A minimum of 10 years of strong instrumentation and control experience in simple/Combined cycle power plant.
• Effective communication skills.
• Basic proficiency with computers and related software.
• Highly skilled and dedicated instrumentation and control engineer with accurate and precise attention to very minor details.
• Able to work effectively both independently and as part of a team.
• Familiarity with the operation of basic industrial operational systems and industrial equipment that are used to install, repair and manage industry equipment.

Professional Knowledge and Personal Attributes：

1. Deep power plant electrical and I&C maintenance knowledge, skills, and work abilities.

2. Deep knowledge of instrumentation software, PLC,SCADA,HMI,DCS.

3. Good foundation and practical knowledge of power plant operations, preferably including mechanical systems.

4. Thorough understanding of Gas Turbine plant operating practices.

5. Ability and experience in recognizing fault conditions in field equipment e.g. by temperature, smell, vibration, color changes, noises, etc.

6. Well verse in CMMS System and its software.

7. Ability to understand and read instrumentation drawings, P&IDs, technical manuals, schematics, and logics.

8. Strong leadership, problem-solving, communication, and project management.

9. Expertise in Industrial Safety protocols (LOTO, Hot Work Permit, Work at height, Confined Space, etc)

10. Ability to be efficient and adapt to think creatively, and manage multiple projects.

11. Excellent verbal and written communication,presentation and interpersonal skills.

12. Ability to make clear and competent decisions in emergency situations.

13. Extensive experience in Pre-Commissioning, Commissioning start-up, Troubleshooting, and Operation & Maintenance (CM,PM,EM) projects in a different gas turbines/ electrical system and automation.

· SIEMENS-S7-1500, TIA Portal, Scalance, S7-ET200,WinCC OA,WinTS and Allen Bradley.

· Dextronics Fire and Gas System.

· Encal 3000 Gas Chromatograph.

· Honeywell Gas Detection System.

· Rockwell Automation FactoryTalk.

Duties And Responsibilities

· Evaluate overall facility and individual Electrical and I&C equipment performance, advocate improvements, and resolve problems.

· Actively manage I&C activities on site in the efficient and effecrive manner during the Maintenance of equipment GTs, the BOP in general, including oversight maintenance, troubleshooting and diagnostics.

· Resposible for the management of site activities including planning, organizing, integrating and directing of resources such as labor, tools and materials as required to complete the work scope according to contractual requirements.

· Understand PLC ladder logic, including basic understanding of how to navigate through ladder rungs while troubleshooting.

· Understand and able to manage the CMMS such as FiiX and how to follow up Work Orders, Service Requests, and parts store codes purchasing process.

· Analyze failures, conduct Root Cause Analysis (RCA), and recommend improvements for Electrical /I&C systems.

· Develop and implement preventative, predictive, and corrective maintenance plans.

· Oversee small/ large-scale maintenance projects, develop Scope of Work (SOW), manage contractors, and lead outage planning/execution.

· Read and interpret electrical/mechanical flow and instrument diagrams

· Calibration of Transmitters (PT and DPT), Gas flow meter, or computer flow meter including(pressure, Differential pressure, and temperature).

· Ensure that the facility complies with the Safety Program and the Environmental Compliance Program, company policy, and site-specific rules and that all reasonable precautions are taken to prevent incidents of noncompliance.

· Maintain all plant equipment to a high standard to maximize plant availability, reliability, and efficiency.

· Maintain, update, and develop plant maintenance procedures, documentation, drawings, databases, etc.

· Perform preventive maintenance, troubleshooting, repair, overhaul, test, and retrofit or install plant components as assigned.

· Provide technical expertise to customers, service support, field technicians and operators.

· Provide timely and accurate internal and external reports.

· Lead in the preparation of the technical specification during the spare part purchase of electrical/I&C of the power plant.

· Develop and implement preventative, predictive, and corrective maintenance plans

· Ensure contractual obligations are met and attend technical meetings with Customers.

· Gas chromatograph/H2S Analyser/SmokeDetector/Heat Detector/Multispectrum IR Flame Detector maintenance including calibration and software configuration.

· Establish and maintain detailed records of readings, test results, and data.

· Assist with operational activities where appropriate in order to return the plant to service as quickly as possible.

· Repair and maintenance work of all types of field instruments such as temperature, pressure, level, flow, vibration, speed, transmitters, switches, gauges, recorders, and analyzers.

· Performs other duties as required.

· Dismantle, Overhauling, Calibration of Field Instruments and Cable laying/Testing, Functional Checks, Commissioning, Start-Up, and Maintenance for Auxiliary (Accessories), Turbine, Generator, Exciter, Fire, and Gas System Works.

· Ensure adherence to safety, operational standards, codes.

· Assist with capital improvement budgets and cost justifications.

· Ensure that all instrument installation are established on standard procedure as per quality plan.

· Ability and willingness to work holidays, weekends and overtime as required by field assignments.

· May be assigned other duties to help proactively drive our Bayat Power’s vision and align with our organization s core values.
