Senior Interim Deputy Program Director - Infrastructure Transformation

Position: Senior Interim Deputy Program Director - Infrastructure Transformation

Location: Kingdom of Saudi Arabia

About the Role

This is a high-impact leadership mandate within one of Saudi Arabia's flagship Vision 2030 transformation programs, involving multi-billion-dollar infrastructure development across utilities, transport, power, ICT, and smart city ecosystems.

The Senior Interim Deputy Program Director will act as the second-in-command to the Program Director and play a pivotal role in ensuring program governance, stakeholder coordination, and execution discipline across multiple program streams.

Key Responsibilities

  • Lead and coordinate program delivery across multiple infrastructure packages (utilities, power, transport, ICT, and public realm).
  • Establish and manage program control frameworks covering cost, schedule, risk, and quality.
  • Drive alignment between design, planning, procurement, and construction teams.
  • Ensure timely decision-making, issue resolution, and reporting to senior stakeholders and JV boards.
  • Manage and engage with government ministries, consultants, and contractors, maintaining high levels of collaboration and governance.
  • Support the Program Director in strategic planning, risk mitigation, and leadership continuity.
  • Oversee contract management and compliance with FIDIC and Vision 2030 governance standards.

Required Experience

  • 20-30 years of leadership experience in large-scale infrastructure, utilities, or capital projects.
  • Proven record of managing multi-billion-dollar programs for global PMCs, EPCs, or government authorities.
  • Strong expertise in Program Controls, PMO, Risk, and Governance.
  • Demonstrated success in stakeholder and client management at senior levels.
  • Middle East / KSA experience is strongly preferred.
  • Recognized project management qualifications such as PMP, PRINCE2, IPMA, or Chartered Engineer status.

Compensation

  • USD 25,000 - 35,000/month (tax-free) depending on profile and scope.
  • Includes furnished accommodation, business-class travel, local transport, and medical insurance.
