Senior Manager (Surveillance) - FSRA Markets
Adjoin to apply for the Senior Manager (Surveillance) - FSRA Markets role at ADGM. The FSRA is responsible for the regulation of Financial Services activities in the ADGM.
The FSRA's Supervision & Markets Division consists of the Supervision Department and the Markets Department. The role sits within the Markets Department and covers Financial Instruments, Virtual Assets and Spot Commodities.
Responsibilities include managing the day to day activities of the Markets Surveillance team, monitoring trading activities on Recognised Investment Exchanges, MTFs and OTFs within ADGM, and ensuring all activity is fair and orderly. Engagement with vendors, ADGM IT and other stakeholders is integral to the role. The role reports to the Executive Director - Markets and works closely with colleagues in Markets, FSRA and ADGM IT.
Operational responsibilities
- Manage real time and end of day market monitoring, ensuring accurate coding of surveillance alerts and comprehensive recording of decisions.
- Identify, investigate, manage and escalate potential Market Abuse matters, including insider trading or market manipulation.
- Ensure the market is monitored for instances where it may not be fully informed, working with FSRA Listing Authority colleagues.
- Take a proactive approach to escalation of issues in a timely and professional manner.
- Engage and service a diverse range of stakeholders including exchanges, trading platforms, market participants and data/system vendors.
- Assist with maintaining core systems, issue resolution, scheduled maintenance, upgrades and technical issues.
- Manage operationalisation of technology upgrades.
- Work collaboratively with internal teams on market supervision matters.
- Monitor and update operational procedures and risk controls.
- Perform testing and maintenance of test environments as required.
- Contribute to monthly, quarterly and annual reporting by Markets.
- Assist in various technology implementation projects across the FSRA.
- Keep up to date and advise Line Management on regulatory and policy changes impacting Markets functions.
- Deliver additional tasks delegated by Line Management.
- Adhere to all internal policies, rules and behavioural standards.
Strategic responsibilities
- Continuously improve Markets and Surveillance practices to ensure ADGM remains a leading market surveillance jurisdiction.
- Proactively engage with ADGM, regional and international market participants and stakeholders.
- Advise Markets/FSRA on relevant regional and international regulatory changes that impact MIP requirements.
People management
- Support the Executive Director in ensuring FSRA Markets operates responsibly and proficiently.
- Embed the culture and vision in FSRA Markets by role modeling organisational behaviours through performance management, feedback and coaching.
Information Security related
- Understand, adopt and practice responsibilities or controls as per ADGM Information Security policy and best practices.
- Maintain confidentiality, integrity and availability of ADGM information at all times, both inside and outside ADGM.
Education
- Minimum Bachelor's degree.
- Professional qualification in Finance, Banking, Accounting, Economics, Law or a related discipline.
Work Experience
- Minimum 10 years of experience in the same field.
- Prior experience leading a market surveillance team across Securities, Derivatives and Virtual Asset markets.
- Prior experience in the establishment, testing, maintenance and operation of market surveillance systems.
- Experience in a fast paced, deadline driven operational environment.
- Proven ability to work with IT vendors and internal IT staff and systems.
- Significant understanding of Market Manipulation and Market Abuse practices.
- Experience with FIX Feed development, requirements and management.
- Understanding of Market Infrastructures (exchanges, clearing houses, trading platforms) and their operation locally and internationally.
- Strong internal and external stakeholder management skills.
- Fluent in business English.
Desirable
- Experience supervising exchanges and other trading platforms.
- Knowledge of the FSRA Market Infrastructure Rulebook (MIR), Markets Rulebook (MKT) and Code of Market Conduct (CMC).
- Experience dealing with local and international regulatory bodies.
- Demonstrated project management, planning, organisation and analytical skills.
- Proficiency in Arabic or other language(s) and understanding of Arabic culture.
