Purpose / Mission:
Serve as the owner's mechanical discipline authority for the 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Lead all mechanical engineering aspects of the project from pre-FID through FEED, EPC tender, construction and commissioning. Provide technical direction, assurance and review across rotating equipment, static equipment, piping, pressure systems, and mechanical structures.
Key Responsibilities:

Lead the owner's mechanical engineering review, approval and assurance process across all plant areas including the DRI/HBI plant, Balance of Plant, utilities, and supporting infrastructure.

Provide mechanical discipline input to specifications, tender documentation, technical evaluations and award recommendations for EPC and equipment packages.

Review and approve mechanical deliverables from the Owner's Engineer and EPC contractors, including P&IDs, equipment datasheets, piping specifications, material selection, and mechanical drawings.

Interface with process, electrical, instrumentation, civil and structural disciplines to ensure integrated plant design and construction.

Lead mechanical input to HAZID, HAZOP and other process safety reviews.

Support cost estimate development for mechanical scope to the level of accuracy required for FID.

Interface with the process technology licensor on mechanical battery limits, equipment interfaces and package integration.

Review and ensure compliance with international mechanical design codes (ASME, EN, API) and applicable Omani regulatory requirements.

Provide mechanical technical leadership during factory acceptance testing, construction supervision, mechanical completion, and commissioning activities.

Contribute to the development and mentoring of mechanical engineering resources as the in-country team grows from pre-FID into execution.
Requirements / Skills / Experience:
-
Minimum 15 years' experience in mechanical engineering on large heavy industrial process plants.

Strong preference for direct experience on DRI, ironmaking, steelmaking, petrochemical, fertilizer, refinery or analogous gas-based heavy process plant projects.

Experience across the full project lifecycle: FEED, detailed design, procurement, construction supervision and commissioning.

Strong command of rotating equipment (compressors, pumps, blowers, fans), static equipment (vessels, heat exchangers, reactors), piping design, and pressure systems.

Demonstrated familiarity with ASME, EN and API mechanical design codes.

Experience specifying equipment, evaluating bids, and managing vendor and contractor mechanical engineering deliverables.

Prior GCC or extreme-environment project experience is a strong plus.

Demonstrated ability to work as a senior technical authority in a lean owner's team environment.

Strong communication, technical writing, and review skills.

Comfortable operating within a multi-package contracting environment and managing interfaces across contractors.
Required Education / Qualification / Training:

Bachelor's degree in Mechanical Engineering (required).

Master's degree in Mechanical Engineering or related field (preferred).

Chartered Engineer, Professional Engineer or equivalent internationally recognized professional status (preferred).

Member of a recognized professional engineering institution (e.g. IMechE, ASME) (preferred).
