About Tarshid:
Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.
Job Summary:
The job holder is responsible to support development of TARSHID procurement strategy, in addition to receiving sourcing bids, coordinating technical evaluations, conducting commercial evaluations, and managing award and rejection communications with ESCOs.
Main Responsibilities:

Lead the efforts towards timely processing of proponent requests, it’s conversion to orders/agreements and delivery in a
-
timely manner.

Receiving of sourcing bids and distribution the technical proposal(s) for evaluation.

Receiving technical results from technical team.

Conduct the commercial evaluation document and TC slides.

Handel the award letter and unsuccessful letter(s) and ensure to share it with ESCOs.

Coordinate the contractual agreement / PO and secure concerned business functions initials, then ESCOs signature.

Handle the Routing Slip document.

Conduct analysis of supply markets to identify potential suppliers/ESCOs, market trends and savings opportunities to the

respective category in coordination with market intelligence and supplier relationship teams.

Negotiate spot/contractual agreements with suppliers/ESCOs to ensure goods or service, quality, added value, total cost, and security of supply.

Provide functional expertise to purchasing operations and to procurement personnel; coach new employees to have in depth
-
knowledge of purchasing systems/procedures, key suppliers, and products and services.

Provide procurement staff with functional expertise; coach new hires to become knowledgeable in purchasing systems, practices, key vendors, and products and services.

Develop appropriate sourcing strategies and utilize the know-how of purchasing systems/procedures to effectively manage suppliers.

Coordinate the implementation of new systems and procedures within the procurement organization; review unusual circumstances and problems and recommend resolutions.

Ensure all tasks are performed in compliance with legal regulations and internal procurement policies and procedures.

Identifying opportunities to streamline procurement processes, improve efficiency, and reduce costs through automation, standardization, or other means.

Maintain confidentiality in all matters related to work and information.
Qualifications, Experience & Skills :

Bachelor’s degree in Engineering, Business Administration, or any related field, Masters’ degree is preferable.

Relevant Professional Certification like CIPP, CIPM, CIPS is preferred.

+5 Years of relevant experience, preferably in the Energy industry.

Interpersonal: Fluency in Arabic and English required; strong leadership and interpersonal skills; excellent communication skills.

Professional: Familiarity with the business and the equipment (knowledge of technical specifications and market prices) and available suppliers to ensure procurement of equipment at the best rates.

Analytical ability to evaluate different suppliers’ offers.
