Job Description


The Target Hiring Range for this position is: $125,000-$135,000

The Senate Sergeant at Arms is hiring a Senior Product Owner for its Legislative Systems team of the Enterprise Applications and Development (EAD) department, within the Sergeant at Arms’ (SAA) Office of the Chief Information Officer (CIO).

Our dedicated team is responsible for providing custom software solutions that support current legislative processes and technologies, including Microsoft languages, the latest web technologies, reporting software, Oracle and SQL Server database platforms. The team is also building modern legislative systems solutions to replace existing systems that capture and report official legislative information for printed dissemination by GPO and online dissemination through Senate.gov, Congress.gov, and other internal sites, systems, and purposes.

As a Senior Product Owner, your work will include assessing the Legislative System program’s scope/goals, collaborating with the team and other Senate entities (such as the Secretary of the Senate) to determine system requirements, define user stories and acceptance criteria, and deliver value incrementally to customers.

Key Accountabilities/Essential Job Duties

Responsible for optimizing product value, coordinating with internal Senate stakeholders, facilitating Advisory Groups, and defining and communicating the product goals. Performs business analysis to assess current processes and identify automation opportunities through technology for each user type, including defining business cases, gathering stakeholder input, modeling requirements, and validating solutions, while helping customers develop improved business processes that address their collective needs. Manages and prioritizes the product backlog according to customer value, writes user stories and acceptance criteria based on business requirements, sets development priorities, provides guidance during the process, conducts feature testing, involves customers for feedback, documents issues, and collaborates with the technical teams to resolve them. Maintains relationships across Senate offices to support the establishment of customer Advisory Groups and technical team for each software project; Partners with representative offices to understand their business needs relating to the software. Collaborates closely with the Advisory Group to determine the scope of an application and the priorities of features in each release by continuously discovering features and prioritizing them against what is built. Acts as the liaison between the development team and customers for each software project to ensure there is a clear understanding of what features are needed in the product or application and their impact. Conducts demos and outreach to Senate offices to promote the software, ensuring frequent and timely feedback for improvement, while collaborating across the Senate to create engaging, accurate, and comprehensive demonstration materials that effectively highlight key features for diverse audiences. Builds and maintains product roadmaps to facilitate and ensure outcomes, product and project success, and product adoption by intended users.

JOB SPECIFICATIONS

Required Education
High School Diploma, GED.


Other Duties/ Responsibilities

  • Contributing to policies.
  • Consulting with other Senate teams (e.g., outside of ES, Secretary’s office) and contractors on design, development, testing standards.

Required Work Experience

  • GED with at least 10 years of relevant work experience; Bachelor's with at least 5 years of relevant work experience; Master's with 2-4 years of relevant work experience.

Required Special Skills/ Knowledge

  • As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role.
  • Ability to apply and explain software engineering principles and technology solutions and their opportunities and limitations.
  • Ability to select and apply various business analysis techniques to understand customer problems and ways they can be modified.
  • Ability and experience in agile development facilitation, negotiation, or similar.
  • Ability and experience in agile development or Product Owner coaching, mentoring, or similar.
  • Proven, highly skilled facilitator of small groups to reach agreement, e.g., negotiating, key performance indicators (KPI) establishment, coaching, mentoring.
  • Knowledge of technical trends and emerging technologies.
  • Ability to communicate effectively orally and in writing.
  • Ability to work as part of multiple project teams at the same time.

Desired Qualifications

  • Knowledge of Agile principles (e.g., Scrum, Kanban) and experience with Agile projects.
  • Experience in Senate and/or Legislative environment.
  • Experience writing technical documentation for developers.
  • Experience leading complex projects with various high-level stakeholders.
  • Ability to make strategic decisions and document best practices recommendations.
  • PMI-ACP certification and/or other Agile Product Owner certification.

Working Conditions

  • Work requires occasional walking, standing, bending, and safely carrying items less than 25 pounds.
  • Work requires extended periods of confined sitting and hand-eye coordination working with computers.
  • May occasionally require work outside regular business hours to resolve problems or handle incidents.

Security Clearance

  • This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
