The position

Aga Khan Health Service, Pakistan (AKHS, P), in collaboration with Aga Khan University (AKU), is implementing the Elderly Care Programme (EC), focused on improving the quality of life of the elderly population through evidence-based service delivery models in Karachi, Gilgit-Baltistan, and Chitral. AKHS, P is seeking an experienced and motivated professional to lead this ongoing program as Senior Programme Manager at Central Office, Karachi.

Position Summary:
The Senior Programme Manager will provide leadership in the continued implementation and scale-up of the Elderly Care Programme, overseeing both service delivery and research components. The role includes technical oversight, project coordination, stakeholder engagement, and operational management across multiple regions. The incumbent will ensure compliance with program standards and strategic objectives while maintaining strong collaboration with AKU, AKDN agencies, and regional field teams.

Key Responsibilities:
Design and deliver capacity-building initiatives for staff, volunteers, and key stakeholders.
Provide technical leadership, mentorship, and oversight to programme and research teams.
Lead community engagement and awareness activities to increase uptake of elderly health services.
Identify service delivery gaps and drive system-strengthening interventions across AKHS, P facilities.
Act as technical focal person for elderly care, collaborating with internal and external partners.
Support development and integration of digital tools and referral systems to improve elderly care pathways.
Develop annual implementation plans, budgets, SOPs, and KPIs to guide program execution.
Ensure timely approvals, compliance, and alignment of activities with organizational and donor requirements.
Monitor programme performance and budget utilisation, ensuring achievement of yearly targets.
Maintain grant efficiency through proactive financial tracking and achieving >90% spending rate.
Coordinate with regional teams to ensure field implementation matches approved work plans.
Prepare and submit high-quality progress and donor reports within required timelines.
Manage relationships with AKU, AKDN agencies, and other key stakeholders to ensure programme success.
Lead design and execution of research studies, ensuring data quality, ethical compliance, and staff capacity building.
Ensure integration of research outcomes into programme planning, policy influence, and knowledge sharing.

The requirements

Qualification & Experience
A master’s degree holder preferably in the field of medical, nursing, public health, business administration, social science or experience commensurate with the job role.
Minimum 5 years of experience in programme management and research in health/development sector (experience in elderly care is an advantage)
Proven skills in technical writing, proposal/report development, and presentations
Experience managing multi-site field operations and stakeholder networks
Strong analytical, communication, and leadership skills
Willingness to travel frequently to project sites (Karachi, Gilgit, Chitral)
