Under the general direction of the Director of Strategic Services, the Senior Manager - Program Manager leads and coordinates cross-functional strategic programs that translate airport strategy into measurable operational, commercial, and guest-experience outcomes. This role owns program-level alignment across defined organizational strategies, operational units, commercial partnerships, and other stakeholders to deliver initiatives that improve guest experience, revenue, efficiency, and long-term resilience.

COMPENSATION: $95,000 + Based on Experience
ESSENTIAL FUNCTIONS
Strategic Alignment:
Ensure that multiple projects support and drive the organization's overall strategic objectives and business goals.
Convert high-level strategic priorities into program roadmaps, success metrics, scope, and prioritized workstreams.
Program Oversight:
Manage the full lifecycle of a program, coordinating and monitoring all constituent projects to ensure cohesive progress.
Performance Monitoring:
Track key performance indicators (KPIs) to assess program success and identify areas for improvement.
Produce concise executive-level summaries illustrating progress, next steps and/or impacts.
Budget and Resource Management:
Oversee applicable budgets and allocate resources effectively.
Develop capacity plans to align with timelines and operational peaks.
Risk and Dependency Management:
Identify and manage potential risks and dependencies between projects to prevent issues from hindering program success.
Stakeholder Communication:
Provide regular updates on program progress, challenges, and objectives to executive leadership and other stakeholders.
Provide oversight and direction to steering committees, task forces, and focus teams.
Team Leadership:
Lead, motivate, and support project managers and team members, fostering collaboration to achieve shared program goals.
Provides technical guidance to project staff, conducting training and process mentoring to enhance team capabilities when embedded in focus teams.
Process and capability building:
Standardize and educate the organization on strategic ideation and delivery frameworks (Agile, Design Thinking, etc.), informed decision making (DVF process, decision matrices), and inter- and intradepartmental handoff protocols.

REQUIRED FOR ALL HCAA JOBS
In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
Complies with all HCAA Policies, Procedures, and Standards.
QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS
Bachelor's Degree from an accredited college or university in business administration, project management, business analytics, human factors, computer science or related field
At least five (5) years leading complex, multi-stakeholder strategic programs or portfolios in transportation, aviation, infrastructure, or similarly regulated, operation-intensive environments.
Or equivalent combination of education, training, and experience.
Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
MBA or advanced degree in a related field from an accredited college or university
Certification in Project Management (CAPM), Certified ScrumMaster (CSM), Program Management Professional (PgMP), Agile Certified Practitioner, or similar
KNOWLEDGE, SKILLS, AND ABILITIES
Proven experience translating ambiguous strategic priorities into clear, actionable programs with measurable outcomes.
Ability to develop and deliver executive briefings, written reports, presentations, dashboards, and formal documentation tailored to C-suite leaders, senior executives, operational teams, technical stakeholders, and external partners, translating complex strategic and technical information into clear, actionable guidance.
Proficiency in collaborative project management platforms (e.g. Microsoft Teams, Microsoft Project, Clickup) and client/customer management tools (e.g. Salesforce)
Ability to define outcome metrics, interpret performance data, and use findings to adjust strategy and delivery on a fluid cadence
Hands-on experience in roadmapping, asset coordination plans, and phased rollouts
Working knowledge of governance authoring, compliance checks, and contingency plans for on-going operations
Ability to communicate effectively orally and in writing at all levels of the organization
Ability to establish and maintain effective working relationships with cross-functional teams and stakeholders within and outside the Authority
Ability to handle restricted, sensitive, and confidential information
Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism
Facilitates effective meetings, workshops, and briefings, driving alignment, decisions, and documented outcomes.
Communicates risks, dependencies, and changes proactively, maintaining trust and minimizing disruption across stakeholders.
Skill in establishing structured communication cadences, status reporting processes, and documentation standards to ensure transparency, alignment, and accountability throughout program execution.
Strong communication and presentation skills.
