Your Opportunity

We are seeking a Senior Project Manager to provide executive leadership in the establishment and operation of the Asset & Facilities Management Office (AFMO) and associated Project Management Offices (PMOs).


In this capacity, the role assumes full strategic ownership for planning, directing, and governing all AFMO establishment components. This includes the development of long-term strategy, lifecycle models, governance frameworks, performance management systems, procurement methodologies, policies and procedures, capability‑building programs, and structured knowledge transfer.


Operating as a senior advisor to the client and program leadership, the Senior Project Manager ensures that all AFMO deliverables are conceived, executed, and governed in alignment with the client’s strategic priorities, ISO 55000 standards, sustainability imperatives, and leading global asset and facilities management practices.


The role provides authoritative oversight, drives decision‑making across multidisciplinary workstreams, and safeguards end‑to‑end integration to ensure the AFMO becomes a high‑performing, future‑ready operating entity.


This role is part of of our Advisory team based in Jeddah/Makkah.


Key Accountabilities

  • Lead the end-to-end establishment and delivery of the AFMO, ensuring alignment with contractual scope, timelines, and strategic objectives.
  • Define and manage project governance, including planning, reporting, risk management, approvals, and quality control.
  • Develop the AFMO strategy, operating model, and organizational structure, translating long‑term vision into executable plans.
  • Establish performance management frameworks, including KPIs, scorecards, dashboards, and service provider performance manuals.
  • Oversee the development and rollout of AFMO policies, procedures, SOPs, workflows, and operational documentation.
  • Ensure full compliance with ISO 55000, ISO 41001, sustainability principles, and internal regulatory requirements.
  • Lead FM procurement strategy and supplier management frameworks, including evaluation methodologies and procurement SOPs.
  • Drive business development and strategic growth, supporting bids, proposals, client engagement, and market expansion initiatives.
  • Coordinate data governance and digital integration, ensuring asset data quality and alignment with systems such as Maximo.
  • Act as the primary stakeholder interface, facilitating communication, workshops, approvals, and ensuring cross‑functional alignment.


Specific Requirements

Essential

  • Bachelor’s degree in Engineering, Facilities Management, Asset Management, or a related discipline.
  • 10–15 years of progressive experience in asset management, facilities management, PMO establishment, or large‑scale transformation programs.
  • Mandatory experience in the Kingdom of Saudi Arabia (KSA), including exposure to government entities, regulatory frameworks, mega‑projects, or public‑sector authorities.
  • Proven experience establishing or operating AFMO / FMO / AM offices, governance frameworks, policies, SOPs, and performance management systems.
  • Strong knowledge of ISO 55000 (Asset Management), ISO 41001 (Facilities Management), KPI frameworks, and FM procurement and technical evaluation processes.
  • Demonstrated ability to work effectively within complex, multi‑stakeholder government environments.
  • Prior experience with top‑tier management consultancies (e.g., global or Big 4 firms), leading transformation, operating model design, or strategic advisory engagements.

Preferred

  • Master’s degree in Engineering, Project Management, or Asset Management.
  • Professional certifications such as PMP, PMO‑CP, CFM, IAM, or ISO 55001 Auditor.
  • Experience supporting ministries, authorities, or giga/infrastructure projects within KSA.
  • Familiarity with Maximo, CAFM platforms, and asset data governance best practices.
  • Certified Lean Six Sigma Yellow / Green / Black Belt preferred.
