SENIOR QA/QC MEP ENGINEER

We are seeking an experienced, technically proficient, and highly organised Senior QA/QC MEP Engineer / Project Manager to lead and manage the end-to-end quality assurance and quality control function for all MEP systems .

The MEP scope of this project is of exceptional scale and complexity, encompassing high-voltage and low-voltage electrical infrastructure, ELV, HVAC systems, plumbing and drainage networks, fire protection systems, BMS/EMS integration, vertical transportation, and specialist fit-out MEP. The QA/QC MEP function is critical to ensuring that all systems are delivered in full compliance with project specifications, international standards, authority requirements, and the client's exacting quality benchmarks.

Key Responsibilities

  • Lead and supervise day-to-day MEP quality inspections across all active work fronts, including rough-in, above-ceiling, concealed services, pre-insulation, post-insulation, pressure testing, flushing, and pre-commissioning stages.
  • Coordinate and witness all statutory third-party inspections (Civil Defence, DEWA/RAKIA, Etisalat/du, Civil Aviation Authority where applicable) and manage the preparation and submission of all associated documentation.
  • Ensure MEP works are inspected and approved before concrete pours, dry wall closures, floor screed, raised floor installations, and ceiling closures — maintaining strict hold point discipline.
  • Implement a structured snag management process from mid-construction through to practical completion; track, assign, and close out all MEP snag items using digital snagging tools.
  • Manage the full lifecycle of MEP technical submittals including shop drawings, material submittals, O&M manuals, as-built drawings, and commissioning records; track submission, review, and approval status in the document control system.
  • Review and approve incoming MEP material submittals for conformance with project specifications, approved brand lists, and applicable standards (BS, EN, ASHRAE, IEC, NFPA, CIBSE).
  • Maintain a structured QA/QC register for all inspection records, test reports, calibration certificates, NCRs, CARs, audit reports, and close-out documentation.
  • Ensure that all equipment and materials delivered to site are subject to incoming material inspection; manage material non-conformances and coordinate with procurement for replacements.
  • Prepare and issue QA/QC weekly and monthly reports to the client, consultant, and senior management; present quality KPIs, NCR/CAR status, inspection close-out rates, and audit findings.
  • Compile and manage the Quality Dossier (QD) / Turnover Package (TOP) for each MEP system, ensuring completeness and compliance with handover requirements prior to commissioning and practical completion.
  • Manage the Integrated Systems Testing (IST) QA process; ensure all inter-system interfaces (BMS, EMS, IBMS, FA, FP, security, AV) are tested and documented.
  • Attend and actively contribute to weekly MEP coordination meetings, QA/QC review meetings, and client progress meetings; prepare and present QA/QC agenda items with supporting data.
  • Lead, manage, and mentor a team of MEP QA/QC Engineers, Inspectors, and document controllers across multiple disciplines and work fronts.
  • Assign inspection responsibilities, set performance targets, conduct regular performance reviews, and identify training and development needs for the QA/QC team.
  • Issue and track NCRs and CARs to MEP sub-contractors; escalate repeat non-conformances to senior management and take proactive steps to prevent recurrence.
  • Maintain current knowledge of updates to applicable codes and standards; communicate changes to the MEP team and update QA/QC documentation accordingly.

Qualifications & Education

  • Bachelor of Engineering (B.Eng.) or Bachelor of Science (B.Sc.) in Electrical Engineering, Mechanical Engineering, or equivalent MEP discipline from an accredited university. Master's degree is an advantage. [UAE MOFA attestation required]
  • Professional Certification: Chartered Engineer (CEng), Professional Engineer (PE), or membership of a recognised engineering institution (IMechE, IET, CIBSE, ASHRAE) is highly desirable.
  • PMP (Project Management Professional) certification from PMI or PRINCE2 Practitioner is advantageous.
  • NEBOSH / IOSH certification for health, safety, and risk awareness is preferred.
  • Certification or training in commissioning (e.g., CIBSE Commissioning Code, NEBB, AABC) is an asset.

Experience Requirements

  • Minimum 7 years of relevant post-graduate experience in MEP engineering, with at least 3 years in a dedicated QA/QC leadership role on major construction projects.
  • Proven track record on mega-projects in the hospitality is highly preferred.
  • Prior experience on projects in the UAE or GCC is strongly preferred; familiarity with UAE authority requirements (Civil Defence, DEWA, ADDC, municipality) is essential.
  • Hands-on experience developing and managing ITPs, Method Statements, and WIR processes for complex MEP systems in a multi-contractor environment.
  • Experience managing large QA/QC teams (10+ personnel) across multiple concurrent work packages and work fronts.
  • Experience with digital QA/QC management platforms (e.g., Procore, Asite, Fieldwire, BIM 360, Dalux) is preferred.

Job Types: Full-time, Permanent

Pay: AED9,500.00 - AED11,000.00 per month
