Senior Quantity Surveyor

We are seeking an experienced Senior Quantity Surveyor - Pre & Post Contract with extensive UAE experience in luxury high-rise developments, mixed-use residential/commercial buildings, villas, and townhouse projects.

The ideal candidate must possess strong knowledge of current UAE market rates and material costs for all major elements of high-rise construction works and be capable of independently managing both pre-contract and post-contract commercial functions.

Education
  • Bachelor's degree in Quantity Surveying or Civil Engineering
  • Professional membership (RICS, CIOB, AIQS, or equivalent) is advantage, not a mandatory.
Experience
  • 8-10 years of UAE experience in real estate development.
  • Preferred the experience with major real estate developer, Main Contractor, or consultant in the UAE.
  • Client-side experience is mandatory.
  • Cost estimating and cost planning
  • Proficiency in cost management software (e.g., CostX, Planswift, Excel) and Auto CAD - Mandatory
  • BOQ preparation
  • Tendering and procurement
  • Cost Reports
  • Experience working with forms of contract (e.g., FIDIC, Bespoke)
  • Strong analytical and negotiation skills
  • Excellent report writing and communication skills
Key Responsibilities (Pre Contract & Post Contract)
  • Prepare detailed quantity take-offs according to the standard method of measurement.
  • Prepare and review BOQs, cost plans, cost estimate according to the current market cost fluctuation for all major elements in the building construction.
  • Review the tender packages to ensure proper interfacing with other packages to avoid missing or duplication of activities.
  • Manage the tendering process, including tender documentation, bid evaluation, and tender analysis.
  • Conduct market research and obtain quotations from suppliers and subcontractors.
  • Activate the process of PS/PC items, nomination and PC rate adjustment as per the Contract.
  • Apply cost benchmarking, market intelligence, and value engineering to optimize procurement outcomes, strengthen negotiation strategies, and identify pricing trends and sourcing opportunities.
  • Prepare and present cost reports, tender reports, and procurement updates, highlighting risks and variances
  • Project close out - Final account settlement.
  • Establish and track Project Budget / Cost to Completion
  • Conduct regular Cost vs Value analysis throughout the project lifecycle
  • Review and assess claims, contractual notices and final accounts efficiently.
  • Review insurance requirements, bonds, and other contractual obligations.
  • Evaluate interim payment, variations and change orders for cost and time impact.
  • Prepare and review the cost estimate for concept, schematic and detailed design stages.
  • Implement robust cost control mechanism.
  • Identify commercial risks and propose cost-effective solutions during pre-contract stage.
  • Evaluate bid and prepare comparison reports.
  • Participate in pre-bid meetings and coordination with design and project teams.
  • Lead tender evaluations and provide recommendations to clients
  • Analyse drawings, specifications, and tender documents.
  • Maintain accurate project documentation and commercial records
  • Liaise with consultants, contractors, and internal stakeholders to ensure commercial compliance and cost control.
  • Prepare the Cashflow forecasts.
  • Ensure compliance with company standards and contractual requirements.
