Role Purpose

Own the pre-project phase and lead Bawar’s technical setup through delivery readiness. This role drives opportunity origination, bid/pursuit leadership, partner formation, and team build-out, while establishing the technical and governance foundations for successful execution once contracts are awarded.

Scope of the Role (continuous, not time-bound)

A) Business Origination & Company Build-Up

  • Build senior relationships with ministries/agencies/utilities/financiers; represent Bawar credibly in meetings and site visits.
  • Complete supplier registrations, accreditations, and prequalifications; keep credentials current.
  • Shape and lead PQ/EOI/RFI/RFP/ITT responses (technical approach, risk/commercial strategy, compliance).
  • Identify and structure JVs/consortia/MOUs with design houses, EPCs, tunneling/bridge specialists, geotech labs, and OEMs.
  • Guide feasibility and business-case narratives (capex/opex views, construction methodology, logistics, schedule, key risks).
  • Curate Bawar’s credentials pack: capability statement, case studies, HSE/QA/RAMS proof points, and referees.
  • Define the core delivery organization (PMO/Planning, Track, Tunnels, Bridges/Structures, Geotech, HSE, QA/QC, Commercial/Contracts, Procurement, Land/Permitting, Environmental & Social, Rail/OT Cybersecurity) and recruit accordingly.

B) Technical Leadership & Delivery Readiness

  • Establish program governance (PEP, WBS/RACI, stage gates, change/risk/issue controls, KPIs, dashboards) and keep it live.
  • Publish and maintain the Design Basis, Technical Requirements, and a Standards Register covering track (ballasted/ballastless), alignment/geometry, formation/earthworks, drainage, bridges/viaducts, tunnels (waterproofing, ventilation, fire/life safety), depots/yards, environmental controls.
  • Run Interface Management across civil/track/structures/tunnels, traction power/OHE, signaling & telecoms, SCADA/ICT, rolling stock interfaces, and data/CDE.
  • Scope and oversee topographic, geotechnical, hydrogeological, and environmental baselines, with robust sampling/testing and factual/interpretive reporting.
  • Shape procurement packaging (DBB/DB/EPC/frameworks); prepare Employer’s Requirements and tender documents; support bidder Q&A, evaluations, and negotiations.
  • Build integrated schedules (e.g., Primavera P6), construction sequencing, logistics, and temporary works principles; define testing & commissioning strategy and evidence paths.
  • Lead RAMS/system safety (hazard identification, safety case roadmap) and rail/OT cybersecurity for signaling/telecoms/SCADA and the Common Data Environment.
  • Mentor Bawar engineers and PMO; deliver targeted training and SOPs; uplift capability continuously.

Key Responsibilities

  • Stand up and enforce governance, QA/HSE, RAMS, and CDE/BIM workflows across all packages.
  • Act as senior technical authority in meetings with authorities, independent reviewers, partners, and lenders.
  • Build, lead, and coach the initial core team; set role clarity, interfaces, and performance expectations.

Decision Rights & Collaboration

  • Lead technical solutioning and pursuit strategy; recommend go/no-go decisions and partnering options.
  • Propose procurement and contracting strategies; collaborate with Commercial/Legal for approvals.
  • Engage specialist advisors and labs when needed, aligned with Bawar’s procurement policy.

Minimum Qualifications

  • 15+ years delivering major railway programs with at least two national/multi-corridor projects covering civil works and track from concept to commissioning.
  • Degree in Civil/Structural/Geotechnical Engineering (Master’s preferred); chartered/licensed engineer preferred.
  • Demonstrated wins on complex rail pursuits (tunnels/bridges/track) and proven interface management across civil and systems.
  • Strong procurement/contracting background (tendering, evaluation, negotiations, claims avoidance).
  • Working knowledge of RAMS/system safety and practical rail/OT cybersecurity controls.
  • Excellent regulator/stakeholder engagement; strong written and verbal English.

Nice to Have

  • Experience with brownfield possessions, ballastless track, long mountain tunnels, and major viaducts.

Pay: AED25,000.00 - AED35,000.00 per month
