Senior Specialist Site Property Management

JOB SUMMARY:

Responsible for Site Property Management (SPM) functions including Site Acquisition, Land Lease management, Site Energization and Permit to build/Authority NOC against the allocated sites of the Region. Inter-departmental coordination and facilitation, contractor management, coordination with government/private entities and resolution of right-of-way and landlord issues.


MAIN ACCOUNTABILITIES:

  • Responsible for Site Property Management (SPM) functions including Site Acquisition, Land Lease management, Site Energization and Permit to build/Authority NOC against the allocated sites of the Region.
  • Responsible for contractor management to deliver complete scope of work as per SLA timeline and monthly targets along with quarterly contractor evaluation.
  • Responsible for regional budgets management, team travel and achieving the monthly/quarterly/yearly targets and KPIs as agreed with line manager.
  • Coordinate with government and private entities for contract negotiations and securing high colocation potential locations.
  • Address any challenges related to site access, ownership disputes, or local opposition that may arise during the acquisition process.
  • Coordinate with local authorities to obtain necessary permits and approvals, ensuring compliance with zoning regulations.
  • Coordinate with contractors for temporary and permanent commercial power installation at site and resolve the right-of-way issues to deliver sites timely.
  • Prepare and maintain all necessary paperwork, contracts, and reports related to site acquisition and approvals.
  • Work closely with property owners, government agencies, and internal teams (engineers, legal, etc.) to facilitate site acquisition.
  • Conduct site visits and evaluate factors such as land suitability, access, and any potential environmental or regulatory issues.
  • Negotiate lease agreements with property owners or landlords to secure ideal locations for telecom equipment and within rental benchmarks.
  • Serve as a point of contact for the community and/or government agencies.
  • Responsible for keeping regional SPM tracker, site complete documentation, In-house site acquisition management, site profiling to track and close issues.
  • Coordinate with legal team to secure title/ownership documents approvals timely and follow up against sites under litigation.
  • Coordinate to perform internal audit at Sites as per line management instructions.
  • Build and manage a high-performing team, fostering a motivated and balanced work environment while driving operational and financial excellence.
  • Travelling is required.


JOB REQUIREMENTS:

A. Minimum Qualifications:

A bachelor’s or masters degree in engineering, business, public relations, or a related field is preferred.


B. Minimum Experience:

Minimum of 6 to 8 years of professional experience especially in lease management and site acquisition, or a similar role in Tower Company, Mobile Network Operator or Vendor/Contractor.


C. Functional Expertise (Knowledge, Skills & Abilities):

  • Strong ability to negotiate contracts and build positive relationships with property owners.
  • Understanding of local zoning laws and telecom regulations.
  • Excellent interpersonal and communication skills to manage different stakeholders.
  • Strong decision-making and problem-solving skills, especially in high-pressure situations.
  • Ability to travel frequently for site visits and meetings.
  • Knowledge of legal requirements and property documents as well as formalities to acquire land
  • Strong knowledge of Microsoft Office and Analytical Skills
  • Knowledge of BTS policy and Regulation.
