Senior Tax Analyst

Job Title: Senior Tax Analyst

Department: Advance Tax Rulings Section, Tax Policy Department

Reports to: Head of Section, Advance Tax Rulings Section

Role purpose

The Senior Tax Analyst is responsible for leading the technical review and drafting of Advance

Tax Rulings (ATRs), ensuring accuracy, consistency, and alignment with Qatari tax law and

procedural standards. The postholder provides expert analysis, mentors junior analysts, and

contributes to the quality, efficiency, and integrity of the rulings process

Key responsibilities

1) Technical analysis and drafting

 Lead the technical assessment of ruling applications, ensuring comprehensive analysis

of facts and evidence.

 Interpret legislation, executive regulations, guidance, and relevant case law to support

conclusions with validation and clear rationale.

 Draft technically sound high quality rulings and supporting memoranda, articulating

options, risks, and impact of precedents.

 Identify information gaps and frame targeted clarification questions for applicants.

2) Collaboration and review

 Work closely with the Case Manager to ensure completeness, accuracy and adherence

to case milestones.

 Coordinate with Legal Counsel, Audit, Policy, and Transfer Pricing specialists on cross-

functional cases.

 Review, augment and consolidate the draft work produced by Tax Analysts into a single

structured package for Legal Counsel and Head of Section feedback.

3) Hearings and stakeholder engagement

 Participate in technical discussions, hearings and briefings, presenting findings clearly

and objectively.

 Lead the preparation and delivery of concise technical briefings to the Head of Section .

 Contribute to controlled publication and redaction where applicable.

4) Quality, governance, and improvement

 Apply approved templates, citation standards, and documentation protocols consistently.

 Monitor the consistency of treatment across similar rulings to ensure fairness and legal

soundness.

 Recommend updates to guidance materials, FAQs, and procedural templates based on

case experience and emerging issues.

Skills and Experience:

Essential

 A certified Bachelor’s Degree in a relevant field, such as Law, Accounting, Taxation,

Finance, Economics, and Public Administration.

 Minimum seven years of experience in tax advisory, tax administration, or tax policy.

 In-depth knowledge of domestic tax laws and related regulations, regional tax

frameworks, international standards, and administrative practice.

 Strong legal interpretation and analytical skills with the ability to frame issues logically

and persuasively.

 Excellent drafting ability, including clear reasoning and defensible conclusions.

 Strong written and verbal communication skills in Arabic with proficiency in English.

 Demonstrated experience working collaboratively with legal, policy or audit teams.

Desirable

 CPA, ADIT, CTA, or an equivalent.
