Location: KSA

Role Purpose

Lead the tendering and estimation activities for Civil, Architectural, and Infrastructure projects, ensuring accurate pricing, technical compliance, competitive bids, and successful submission. Coordinate closely with the internal MEP Estimation Engineer and other departments to maximize profitability and enhance project award success.

Key Responsibilities

  • Lead the preparation of technical and commercial tender submissions for government and private sector projects.
  • Perform Quantity Take-Off (QTO) for Civil and Architectural works from tender drawings. • Review drawings, BOQs, specifications, and contractual conditions to identify scope, obligations, and risks.
  • Integrate pricing with the internal MEP Estimation Engineer to ensure a complete and competitive bid. • Conduct design reviews and highlight discrepancies, missing scope, and cost impacts.
  • Prepare Variation Orders, cost analyses, and value engineering proposals. • Request, evaluate, and negotiate supplier and subcontractor quotations. • Register and submit tenders through national and developer platforms including Etimad and NWC Qualification.
  • Attend pre-bid meetings and perform site visits when required to validate project scope. • Maintain an updated pricing database reflecting current market conditions for labor, materials, and equipment.
  • Coordinate clarifications, communicate with clients, and follow up on bid results. • Ensure tenders are delivered accurately, professionally, and within allowed submission timelines. Qualifications • Bachelor’s degree in civil/architectural engineering (mandatory).
  • Minimum 6–10 years’ experience in tendering or estimating roles in Saudi Arabia.
  • Strong background in general contracting, infrastructure, and water sector projects.
  • Understanding of contract conditions and risk assessment (FIDIC knowledge is an advantage).

Skills & Competencies

  • Proficiency in MS Excel and Estimation Software: Candy, Cost, Plan Swift, or equivalent.
  • Strong analytical and cost evaluation skills.
  • Good commercial awareness and negotiation ability.
  • Excellent English communication skills (Arabic is an advantage).
  • Able to work under pressure and meet strict deadlines.
  • Strong coordination and teamwork skills.
