Key Responsibilities
1. Attendance & Data Management
- Daily Tracking: Oversee the daily clock-in/clock-out procedures for all site personnel (labor and staff) using biometric systems, RFID tags, or manual logs as required.
- Overtime Administration: Verify and record authorized overtime hours in coordination with Site Foremen and Engineers, ensuring all entries are backed by approved documentation.
- System Management: Maintain and update the computerized time attendance system, ensuring all new employees are registered and terminated employees are removed promptly.
- Labor Allocation: Assist the Project Manager and Construction Managers by providing daily reports on labor distribution across different work fronts and blocks.
2. Payroll Coordination & Compliance
- Payroll Preparation: Compile and verify monthly attendance sheets and labor hours, ensuring data accuracy before submission to the HR/Payroll department for salary processing.
- UAE Labour Law Adherence: Ensure all timekeeping records comply with UAE Labour Law regarding working hours, break times, and public holiday entitlements.
- Discrepancy Resolution: Act as the primary point of contact for workers regarding attendance-related queries or salary discrepancies, resolving issues in a professional and timely manner.
- Subcontractor Records: Monitor and audit subcontractor attendance records to verify their monthly invoices and progress claims.
3. Reporting & Administration
- Management Reporting: Generate daily, weekly, and monthly labor reports, including man-hour statistics, absenteeism rates, and labor productivity metrics.
- Documentation: Maintain organized files for all gate passes, leave applications, sick leave certificates, and site transfer letters.
- Site Coordination: Coordinate with the Security team to ensure controlled access to the site and verify that only authorized personnel are captured in the attendance system.
Required Qualifications & Experience
- Education: Bachelor’s Degree in Business Administration, Accounting, HR, or a related field.
- Experience: Minimum 8 to 12 years of experience in timekeeping/HR administration, with at least 5 years as a Senior Timekeeper on large-scale construction projects (1,000+ workers) in the UAE/GCC.
- Technical Skills:
- Expert proficiency in computerized Time Attendance Systems and ERP software.
- Advanced Microsoft Excel skills (vlookups, pivot tables, complex formulas).
- Familiarity with biometric hardware and software integration.
- Knowledge: Deep understanding of UAE Labour Law regulations concerning working hours, WPS (Wage Protection System), and overtime.
- Language Skills: Fluency in English and Hindi/Urdu is essential for communicating with both management and the multi-national labor force.
- Soft Skills: High level of integrity, exceptional organizational skills, and the ability to work under pressure during month-end payroll cycles.
