Job Purpose:
To ensure effective management of software publisher relationships (Microsoft and Oracle), oversee contract compliance, track software license utilization, optimize supplementary services, and provide data-driven advisory insights to support cost efficiency, compliance, and strategic decision-making across government entities.
Key Responsibilities:
1. Management of Contracts, Terms, and Additional Services
- Oversee compliance with contractual terms and service-level agreements (SLAs) with Microsoft and Oracle.
- Review, interpret, and manage contractual obligations, renewals, and entitlements.
- Optimize the use of supplementary services included in publisher contracts to maximize value realization.
- Maintain up-to-date documentation of all active contracts and service amendments.
2. Software License Tracking and Documentation
- Maintain a comprehensive license inventory across all entities and environments.
- Collect, validate, and reconcile license data from multiple systems and stakeholders.
- Ensure accuracy and consistency of license records in the License Management Portal (LMP).
- Develop periodic license position reports and usage summaries for management review.
3. Microsoft and Oracle Management
- Establish and maintain a compliance baseline for all Microsoft and Oracle products.
- Conduct user profiling and role-based licensing analysis.
- Perform usage monitoring, workload sizing, and optimization studies.
- Evaluate licensing options, prepare cost-benefit analyses, and support “true-up” exercises.
- Liaise with vendor account teams to manage renewals, audits, and support escalations.
4. Daily Operations Management & Documentation
- Manage day-to-day operational activities related to license requests, renewals, and approvals.
- Monitor system usage, identify underutilized assets, and recommend optimization actions.
- Coordinate with government entities to align license utilization and compliance efforts.
- Maintain an accurate and comprehensive registry of all licenses, contracts, and usage data.
5. Reporting and Strategic Recommendations
- Maintain and enhance the License Management Portal (LMP) for visibility and transparency.
- Produce periodic advisory reports highlighting compliance status, risks, and opportunities.
- Manage entitlement records, usage metrics, and optimization recommendations.
- Provide executive summaries and strategic input to support IT cost reduction and compliance strategies.
Qualifications and Experience:
- Bachelor’s degree in information technology, computer science, or related field.
- Minimum 5 years of experience in Software Asset Management (SAM) or IT vendor management.
- Strong knowledge of Microsoft and Oracle licensing models and compliance requirements.
- Experience with license tracking tools or portals (e.g., LMP, SNOW, Flexera, ServiceNow SAM Pro).
- Familiarity with ITIL, ISO 19770, or related SAM frameworks is preferred.
- Strong analytical, documentation, and stakeholder management skills.
