Solid Waste Administrator

Summary Objective

The purpose of this position is to administer waste, recycling and yard collection operations, facilities and customer service; compliance and regulatory services; and coordinate street sweeping operations, junk pick up services and special support services.
This class works under general supervision, independently developing work methods and sequences.

Examples of Duties

ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Enforces safety procedures to ensure safe operation of equipment and employee safety.
  • Represents the department to other agencies to provide information concerning programs and operations.
  • Assesses workflow, methods and procedures and recommends improvements to increase efficiency and to solve problems.
  • Researches strategies, evaluates cost effectiveness and feasibility, and recommends best practices and improvements.
  • Monitors operational and capital expenditures, directs and coordinates vendor contracts and assists with budget preparation.
  • Administers day-to-day route collections, oversees field management staff to ensure timely route completion and coordinates equipment needs.
  • Coordinates and monitors recycling centers and the waste reduction center site operations.
  • Investigates complaints regarding solid waste services and provides direction in resolving issues and customer concerns.
  • Reviews regulatory data and policies to ensure compliance with reporting requirements.
  • Administers street sweeping, junk pick up and other non-routine solid waste services and other specialized services utilizing current resources.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Environmental Engineering, Science or Studies, Engineering or related discipline.
  • Five (5) years of solid waste management, compliance and regulatory management or business administration experience, including one year of managerial experience or an equivalent combination of education, training and experience.


OTHER MINIMUM REQUIREMENTS


  • Must be on 24-hour call.
  • Must work a varied schedule.
  • Must provide one's own source of transportation.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:
Bright/dim light; Dusts and pollen.
Extreme heat and/or cold; Wet or humid conditions.
Extreme noise levels, Animals/wildlife.
