Position Title: Solid Waste Billing Specialist
Department: Solid Waste Division
Schedule: Monday – Friday | 7:00 AM – 4:00 PM
Reports To: Solid Waste Coordinator

The City of St. Cloud is seeking a qualified and customer-focused Solid Waste Billing Specialist to support the operations of the Solid Waste Division. This position is responsible for managing the complete billing and revenue cycle for Solid Waste services, including account maintenance, billing adjustments, payment processing, and responding to customer inquiries.

The Solid Waste Billing Specialist performs extensive customer service while ensuring accurate billing records, resolving account discrepancies, and supporting efficient revenue management for the division. This position works closely with internal departments and residents to ensure timely and accurate service billing.

The ideal candidate demonstrates strong attention to detail, effective communication skills, and the ability to manage multiple tasks while providing professional service to the community.

This position reports to the Solid Waste Coordinator and plays an important role in maintaining accurate billing operations that support essential municipal services.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Responsible for Solid Waste billing and coding guidelines, and properly applies refunds and fee waivers as applicable.
  • Provide regulatory reports and statistics as requested by their supervisors.
  • Explains billing methodologies, rates, and fees to customers while resolving concerns or outstanding debt.
  • Provides customer service related to Solid Waste and Scale house billing operations including initiating, processing and closing accounts; processing deposits; making payment arrangements; updating account notes; resolving billing issues; processing adjustments.
  • Processes refunds, account receivables and itemized billing requests.
  • In addition to regularly scheduled hours, this position maybe be offered unscheduled overtime.
  • Performs any and all other duties as assigned or directed.

Minimum Education and Experience Requirements

  • Requires High School Diploma or GED; Two (2) year college degree preferred.
  • Two (2) years’ experience related to billing procedures is preferred.
  • Bilingual in Spanish preferred (ability to read, write, and speak)
  • Proficient in Microsoft Office to include tables, charts, graphs, PowerPoint, 10-key, and a minimum typing speed of 45 words per minute.
  • Must possess and maintain a valid State of Florida Driver’s License with an acceptable driving record history.
  • NIMS ICS 100, 200, 700, and 800 preferred.

Knowledge/Skills/Abilities

Mathematics:
Ability to add, subtracts, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage and to draw and interpret bar graphs for informational purposes.

Language Ability
:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Ability to write reports, business correspondence and procedures as needed. Proficient in speaking, writing, and reading English. Preference given to those who speak, read, and write in Spanish.

Reasoning:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
