Solid Waste Manager-Part-Time Waste Mgmt District

This position is Part-Time

Summary Objective

The purpose of this position is to manage waste collection, bulk waste collection, solid waste enforcement, recycling, street cleaning, solid waste education services, snow removal operations, and clean program initiatives.
This class works independently, under limited supervision, reporting major activities through periodic meetings.


Examples of Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Identifies solid waste and recycling issues, assesses the needs of the public, drafts proposals and designs and recommends the implementation of solid waste and recycling projects.
  • Prepares and submits cost estimates, bid specifications, and bid requests, and recommends the procurement of services, equipment, supplies and materials.
  • Composes correspondence, prepares and submits reports on operations, and completes special projects.
  • Plans, schedules and manages the junk pick-up program, bulk waste collection, waste collection, solid waste enforcement, recycling, street cleaning, solid waste education services, snow removal operations, and clean program initiatives.
  • Supervises safety programs.
  • Coordinates operations logistics with other divisions, departments, governmental or community agencies concerning waste collection, bulk waste, solid waste enforcement, street cleaning, solid waste education services, snow removal operations, and clean program initiatives.
  • Supervises facility, vehicle and equipment utilization and repair.
  • Plans and implements special operational programs to prepare for and respond to events including storm and special event clean-up.
  • Conducts grievance proceedings and union issue consultations.
  • Investigates complaints against personnel or operational performance.
  • Attends meetings and provides information and answers questions concerning waste collection, bulk waste, solid waste enforcement, street cleaning, solid waste services, snow removal, and clean program initiatives.
  • Monitors and reports weather and road conditions and implements recommended plan of action for snow and ice removal, clearing roads of downed tree and debris from storms and floods.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Environmental Science, Engineering, Natural Science, Biology or related discipline.

  • Four (4) years of solid waste, environmental, or recycling experience, including two years of supervisory experience or an equivalent combination of education, training and experience.

OTHER MINIMUM REQUIREMENTS

  • Must be on 24-hour call.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Prefer Manager certification in Intergraded Waste (SWANA certification) or ability to obtain within one year of employment.
  • Manager certification in Basic of Collection (SWANA certification) within one year of employment.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Extreme heat and/or cold; Wet or humid conditions.
    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
    • Traffic; Moving machinery.
