Important Eligibility Requirement

Applicants must currently be based in the UAE to be considered for this position.

The successful candidate must be willing to relocate to Muscat, Oman and work onsite. Accommodation in Oman will not be provided, and candidates will be responsible for sourcing and arranging their own accommodation.

About the Role:

We are seeking an experienced Solution Architect to lead the end-to-end technical architecture of a large-scale registry/data-platform programme supporting a major public-sector digital transformation initiative in Muscat, Oman.

The role will focus on designing a robust Service-Oriented Architecture (SOA) and the services, interfaces, integrations, and data exchanges connecting government, partner, and third-party systems.

You will translate business and policy requirements into a governed target architecture and work closely with senior stakeholders, Business Analysts, Solution Architects, technical teams, and integration specialists.

Key Responsibilities:

  • Own the end-to-end solution architecture for the platform.
  • Translate business and policy requirements into a governed target architecture.
  • Design services, interfaces, integrations, and data exchanges across a complex technology ecosystem.
  • Produce C4 architecture views at L1–L3.
  • Create and maintain Architecture Decision Records (ADRs).
  • Develop and maintain a multi-layer reference architecture.
  • Define service contracts and SOA design patterns.
  • Design the integration and orchestration backbone.
  • Design ESB/integration platform and API layers.
  • Define API management approaches and standards.
  • Design event-driven and message-based integration flows.
  • Define the unified registry data model and canonical services.
  • Design master-data management and identity-resolution approaches.
  • Design complex system-to-system linkages across government, partner, and third-party systems.
  • Rationalise legacy estates, including core applications, ERP, and supporting applications, into a coherent target architecture.
  • Shape cloud, on-premise, and hybrid deployment strategies.
  • Ensure architecture aligns with applicable sovereign-cloud requirements and national digital standards.
  • Define and address non-functional requirements covering security, scalability, resilience, data quality, and interoperability.
  • Chair or contribute to architecture governance forums.
  • Present and defend architecture and design decisions to senior client stakeholders.
  • Work closely with Business Analysts and delivery teams to ensure business requirements are translated into robust technical solutions.

Required Qualifications & Experience

Candidates must demonstrate strong, hands-on experience in the following areas:

  • 10+ years of enterprise and/or solution architecture experience at scale.
  • Recent delivery experience on a large-scale public-sector OR registry/data-platform programme.
  • Deep, hands-on experience with Service-Oriented Architecture (SOA).
  • Strong service design and service contract experience.
  • Strong experience with ESB/integration platforms.
  • Strong API architecture and API management experience.
  • Hands-on experience with event-driven and message-based integration.
  • Experience with master data management and identity resolution.
  • Proven ability to design complex system-to-system linkages across broad government, partner, and third-party application landscapes.
  • Proven experience with legacy-estate rationalisation and transitioning complex environments into coherent target architectures.
  • Experience producing C4 architecture views (L1–L3).
  • Experience producing and maintaining Architecture Decision Records (ADRs).
  • Experience developing reference architectures and participating in architecture governance.
  • Strong non-functional architecture experience covering security, scalability, resilience, data quality, and interoperability.
  • Strong senior stakeholder-facing capability, including presenting and defending architecture decisions.
  • Strong English communication skills – ESSENTIAL.
  • Willingness and ability to work onsite in Muscat, Oman.

Preferred Qualifications

  • Exposure to AI/ML target architectures.
  • Familiarity with AI governance frameworks such as NIST AI RMF and ISO/IEC 23894.
  • Arabic and English bilingual capability is advantageous but not mandatory.

Mandatory Eligibility

Applicants must:

  • Currently be based in the UAE.
  • Be willing and able to relocate to Muscat, Oman.
  • Be available to work onsite in Muscat.
  • Be willing to source and arrange their own accommodation in Oman.
  • Have relevant Solution Architecture experience clearly demonstrated through specific programmes and projects.
