Main Purpose of Job

This position serves as the Interagency Education Program Specialist responsible for providing oversight and support to the Interagency Collaboration Branch and the Division of Special Education in the areas of Comprehensive Coordinated Early Intervention Services (CCEIS), restraint and seclusion, and behavioral supports. This position serves as a technical specialist for all CCEIS activities, including the development of policies, technical assistance, professional development, data review and support for the local education agencies (LEAs) in all activities pertaining to the work of CCEIS. At the direction of the Assistant State Superintendent and the Director, this position represents the Division in a technical capacity at interagency meetings and serves on the Division’s behalf on various task forces and work groups. The position assists the Director with the coordination of the Division’s participation in related interagency and collaborative initiatives, particularly those focused on identification, discipline, placement, behavior/mental health/well-being. These activities include a special emphasis on the management of interagency involvement with issues related to early childhood education, significant disproportionality, state and interagency strategic planning, results-based decision making, and accountability. The position prepares oral and comprehensive written reports and responses related to interagency and interdepartmental initiatives.

POSITION DUTIES

Provides oversight and coordination of interagency collaborative initiatives pertaining to Comprehensive Coordinated Early Intervention Services (CCEIS) and interagency initiatives.

  • Coordinates and leads specific interagency departmental efforts related to CCEIS in special education.
  • Provides technical assistance, programmatic support, and appropriate follow- up to LEAs related to requests pertaining to identification, discipline, and placement and policies and practices leading to disproportionate decisions in those areas.
  • Provides technical assistance and coordination efforts for behavioral health, behavioral Intervention and Restraint and Seclusion training independently and in collaboration with the Division of Student Support.
  • Represents the DSE on various workgroups and meetings pertaining to CCEIS.
  • Provides technical support to interagency initiatives, including coordinating work plans between the Departments of Education, Health, Juvenile Services, and Human Services.
  • Communicates orally and in writing with the Assistant State Superintendent and Director regarding all aspects of CCEIS efforts, difficulties, and accomplishments. Researches, analyzes, and reports on current data and emerging issues impacting significant disproportionality, and recommends positions, policies, and actions on behalf of the Division.
  • Supports the review and implementation of discretionary grants directly related to the work of the DSE.
  • Represents the Division at local and national conferences as appropriate.

  • Communicates orally and in writing with the Assistant State Superintendent and Director regarding all aspects of CCEIS efforts, difficulties, and accomplishments.
  • Collaborates regarding legislation to make recommendations including talking points, written materials and follow-up. Makes recommendations to the Assistant State Superintendent and the Director regarding the Division’s position or role on interagency initiatives.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative, programmatic support, or teaching experience in, or affiliated with an education program, special education, or family support programs. Experience must be in coordinating or administering programs related to services for individuals with disabilities and their families.


Notes:
  • Candidates may substitute two additional years of experience directly related to the position option for the required education.
  • Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
  • The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One-year experience coordinating or administering programs related to services for students- individuals with disabilities and their families.
