Position Overview

The Office of Employee Services (OES) is dedicated to enhancing student success by attracting, hiring, and retaining top talent in DC Public Schools. By providing exceptional employee services support to our DCPS team members from recruitment to retirement, we aim to empower our employees to focus on what matters most—our students. With a focus on people-centered support and operational excellence, we leverage talent with a goal of all students being supported by staff who feel valued. OES is comprised of the following teams:

  • The Compensation and Retirement team is responsible for ensuring that DCPS administers compensation policies consistently and in accordance with applicable legislation and collective bargaining agreements. The team also provides support to departments during reorganizations, reductions in force (RIFs), and other personnel action such as hiring, transfers, promotions and demotions. Additionally, they offer counseling, guidance, and strategic planning for employee retirement.
  • The Benefits and Leave team is responsible for administering employee benefits and managing leave of absence (LOA) and Family and Medical Leave Act (FMLA) processes. This team also oversees the agency's health, life, tax-sheltered annuity, flexible spending, and supplemental benefits programs.
  • The HR Information Systems and Records Management team ensures systems data integrity, manages the data reporting function, processes personnel actions in PeopleSoft, provides position management support for schools and Central Services, provides time and labor support, and manages the personnel filing system for all DCPS employees. The team also serves as a key HR partner to external agencies like the Office of the Chief Technology Officer (OCTO), the DC Office of Human Resources (DCHR), and the Office of Pay and Retirement Services (OPRS).
  • The Employee Experience (EE) team provides all new employees with robust onboarding support and leads the development and implementation of resources, workshops, and events designed to support employee needs. EE also supports procedural compliance related to background clearance checks for DCPS employees and manages additional support functions including the Employee Services helpline, walk-in visitor reception, and employee offboarding processes.
  • The Strategic Staffing team is responsible for hiring for all positions in DCPS. The team provides budgeting support, works with principals and supervisors to develop their staffing plans and personnel budgets, and works with employees, principals, and hiring managers on staffing changes.
  • The Instructional Talent Acquisition and Retention division is responsible for the recruitment, selection, and retention efforts for educational aides, related service providers, instructional coaches, and teachers. This work includes nationwide recruitment to ensure that DCPS has excellent educators who are able to serve the diverse needs of our students.

The Specialist, Data Management, Analytics, and Systems will support senior leadership as well as all teams within the Office of Employee Services in better utilizing the HR data sets they manage to inform key talent management decisions. The Specialist will work with the Director, Employee Services to identify and measure key DCPS human capital metrics and share those metrics with stakeholders through memorandums, reports, and presentations.

The Specialist, Data Management, Analytics, and Systems will report to the Director, Employee Services.

Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

  • General

    • Assists the Director in developing strategy and clear, specific, and ambitious performance measures for individual projects that are easily translated into individual work goals and deliverables for data projects.
    • Creates detailed timelines for each initiative; assesses and tracks project progress regularly using various computer programs and tools; and drives project completion holding themselves and others accountable for responsibilities and deadlines.
    • Helps manage the analysis and presentation of data and progress of data-driven initiatives; and communicates progress to key stakeholder groups and incorporates their input.
    • Builds relationships and liaises with various internal departments to drive collaboration and project success; and interacts with and responds effectively to urgent requests from multiple internal and external DCPS stakeholders.
    • Provide as needed support and/or serve as a backup to all teams within The Office of Employee Services in better utilizing the HR data sets they manage to inform key talent management decisions.
  • Data Management and Analysis

    • Determines a set of key human capital metrics; and collects, validates, and reviews those metrics over time.
    • Shares high-quality and timely data in coordination with other offices for reports, scorecards, and research.
    • Analyzes and reports on employee data to a variety of audiences including district leaders, school leaders, The Office of the State Superintendent of Education, and other staff; troubleshoots anomalies in data; and produces analyses of the data to support DCPS needs, often under tight deadlines.
    • Coordinates high-priority research and evaluation projects for DCPS; and works directly with DCPS program managers, academic leaders, and management teams to identify research and evaluation needs and priorities.
    • Locates, transforms, and combines available source data for key analyses, evaluating its fitness of use for various analytic purposes; troubleshoots anomalies in data, identifying methodological complications for analysis; and provides recommendations for resolution.
    • Translates complex analyses into a format that a broader audience can understand and act upon; and develops presentations to senior leaders that summarize key points of analysis and distill lessons that will accelerate the learning curve of DCPS senior leadership.
    • Develops dashboards and other data visualizations using Power BI, Tableau or similar data tools.
    • Manages data quality initiatives, including the annual validation of state-required data collections by the Office of the State Superintendent of Education, by reviewing source data for anomalies and liaising with data system owners to develop and implement resolutions.

Qualifications

  • Bachelor's degree and three to five years of related work experience.
  • Master's degree preferred.

  • Previous exposure to or experience in the education sector a plus.
  • Experience analyzing quantitative data sets, creating data-focused memos, reports and presentations, and/or manipulating real-world data systems to inform strategic planning and decision-making.
  • Demonstrated expertise in data processing and analysis using Microsoft Excel, including advanced formulas, nested functions, pivot tables, Power Query, and data visualization.
  • Excellent quantitative skills, including the ability to examine available data, apply decision rules and analytical methods, produce descriptive and inferential statistics, and prepare meaningful reports based on analyses that enable programmatic next steps and actions.
  • Demonstrated attention to detail and accuracy of information, including ability to: organize large amounts of data and track multiple projects simultaneously in a fast-paced environment; set priorities for analysis and use in consultation with numerous stakeholders; create performance metrics; manage time effectively and work under tight timelines.
  • Practices a high level of confidentiality with a focus on building relationships with trust, authenticity, and mutual respect with stakeholders.
  • Shows self-awareness, self-monitoring, ability to course correct when improvements are necessary, and good judgment.
  • Has strong oral and written communications skills, with proven ability to communicate at all levels of the organization.
