Job Description
Key Results Accountabilities:

Supervising the preparation of the contractual plan in the departments and following up on the awarding of contracts and ensuring that they are offered on the approved contractual plans.

Participate in the preparation of annual OPEX and CAPEX budgets, infrastructure projects, revenues, and operating surplus (revenue increments and expenditure reduction) on the RTA’s Hyperion financial system.

Provide Legal review of the needs of the concerned departments review tender documents, RFPs, direct contracting, specifications, work methods, feasibility studies, estimated cost and comparing prices with the approved budget.

Provide legal advice and technical support to departments on pre-contracting stage and during the implementation of projects in accordance with legislation and legal frameworks.

Achieve the quality objectives and contractual KPIs as outlined in the organization plans, identify areas of improvement, and implement corrective actions on Maximo system.

Manage the day-to-day activities of the tenders and contracts workflow within agency specialized contracts team.

Prepare studies on the application of best practices and international contractual standards.

Ensure knowledge transfer to subordinates.

Review the prequalification requests of potential suppliers, contractors, and consultants for the e-qualification system RTA EPQ.

Adhere to RTA's policy in relation to the concerned departments, customers, vendors, employees, and carry out duties and responsibilities in accordance with RTA's Code of Ethics.

Keep departmental coordinators updated on the latest procurement policies and procedures to ensure compliance with laws, regulations, and best practices.

Identify negotiation strategies to maximize savings opportunities and minimize costs.

Analyse contract issuance processes, variation orders and consult on the creation/issuance of approved contract templates (provide guidance in the standardization of contractual documents).

Collaborate with the Finance Department to identify and manage departmental budgets.

Participate in vendor qualification, performance evaluation, and develop strong relationships with contractors.

Oversee tender and contract documents in accordance with established policies and procedures and ensure their proper functioning.
Qualifications
Education
Bachelor’s degree in law/accounting and finance or equivalent 8 years of working experience.
