Job Scope

Leads daily activities of a department or function. Uses significant independent judgment and familiarity of the
field to perform work. Responsible for administration of various complex departmental programs and serves as the
lead a group of employees. Develops policies and procedures and oversee implementation and execution of them.
Typically required to complete tasks of junior-level roles, when needed.

Position Summary

The Senior Budget Analyst will analyze the District’s bond budget and looks for ways to allocate resources more
efficiently to maximize profits. Responsible for organizing finances, preparing budget reports, and monitoring
institutional spending. They are tasked with assisting the attainment of district objectives by providing budget and
compliance support to district staff for all funds processed through the relative departments

Essential Functions / Key Responsibilities

1. Administers and prepares budget templates and reports; oversees and reviews grant applications,
amendments, and compliance reports and ensures data is accurate and adheres to district, state, and
federal policies.

2. Provides information and guidance to District staff regarding proper use of funds.
3. Monitors the District's bond and grant budgets and ensures staffing units are aligned with approved bond

FTE’s and grant applications to include reconciliations & facilitating payroll changes; provides budget
direction and support as necessary; oversee bond/grant balances and expenditures to ensure timely
utilization of funds and preclude loss of unexpended funds and excess carryover.

4. Oversees and approves general journal entries.
5. Monitors and reviews the accuracy of budgets and adjustments as needed; ensures budget compliance

per state and federal guidelines.
6. Prepares and analyzes required department reports and requests.
7. Develops and facilitates staff development activities to improve job-related skills and professional growth.

Minimum Requirements


  • Bachelor's degree from an accredited college or university or 4 years equivalent experience.
  • 3+ years of progressive experience in governmental accounting, finance, or a related business.
• Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee

(approximately $50.00) paid by the employee.

Preferred Qualifications


  • Master's Degree from an accredited university.
  • 8+ years of progressive experience governmental accounting, finance, or school related business
  • Prior experience working with Texas Education Agency (TEA) or a local education agency (LEA).


Knowledge, Skills & Abilities


  • Demonstrated knowledge and experience with budget, accounting, payroll, accounts payable, and general
ledger processes.
  • Knowledge of local, state, and federal regulations.
  • Proven ability to analyze and interpret complex data.
  • Proven ability to determine proper use of funds.
  • Proven ability to work independently and as a team member.
  • Proven ability to maintain accurate records and meet deadlines.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills.
  • Advanced knowledge of computer software to develop spreadsheets, perform complex data analysis and
word processing.
  • Demonstrated experience in governmental accounting, finance, or school related business experience.
  • Demonstrated experience with microcomputer systems, data processing procedures, and advanced

knowledge of financial software.

Working Conditions

Work Environment:

  • Computer, computer software programs and peripherals, teacher resource materials and
equipment, copier, fax, and other equipment applicable to position.
  • Frequent exposure to temperature extremes (hot and cold), humidity extremes, noise. Occasional
exposure to biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.


Physical Demands/Requirements:
  • Maintain emotional control under stress; work with frequent interruptions/deadlines and prolonged or

irregular hours; Frequent walking, standing, stooping, bending, pulling and pushing; Occasional: Lifting
and carrying 10-25 pounds frequently, 25-40 pounds occasionally, more than 45 pounds infrequently with
assistance; Pushing/pulling 10-35 pounds sporadically; Frequent districtwide and occasional statewide
travel.
