Role:
APV is seeking an experienced Sr. HR Specialist with specific knowledge of government Classification and ability to perform a full range of federal HR duties. The Classification Specialist is expected to be familiar with the classification of excepted and competitive service positions,
This position requires familiarity with Microsoft Office Tools and HR Systems and is required to utilize internal program management software to complete daily assignments.
Duties:
Assist in drafting Position Descriptions (PD)s, evaluation statements, interview the supervisor to whom the position is assigned to ascertain the duties and skill sets needed, and then develop individual and standardized PDs.
Assist in preparing summaries or reports as directed by the government.
· Provide a soft copy of the completed products and one electronic file to the appropriate HR specialist for review and approval.
· Make any changes to the draft documents required by the HR specialist for the PD to be complete and ready for classification.
Assist in providing day-to-day support with the classification of various types of PDs (acquisition, cyber, scientific, etc.) using the OPM federal position classification standards and functional guides for all positions including Senior Executive Service (SES), Senior Level (SL), supervisory and staff PDs.
Assist federal staff to ensure the accuracy of organizational structure, Fair Labor Standards Act (FLSA) codes, supervisory level, position sensitivity, non-disclosure, etc., and upload all PDs into the existing PD library.
Assist in developing organizational charts. The organizational charts reflect the current organizational structure with the correct names, official titles, series, grades, and grades, and PD numbers.
· Assist the government in identifying areas of concern relating to position management and make written recommendations for changes as appropriate.
· Download employee PDs from the PD library and assist the government in matching the master record number with the PD number in the library and record those records not found. The contractor shall load all PDs (standard and non-standard) into the PD library and upload all PDs into the new DHS PD library/repository.
Keep a daily activity log of all actions performed under this task.
Education:
· Bachelor’s degree in human resources, Public Administration, or related field.
Required Skills:
· A minimum of 10 years of experience classifying Federal GS positions
· Demonstrated ability to standardize position descriptions.
· Ability to use MS Word and SharePoint
