Job Description Summary

The Senior Instrument Control Technician leads and performs skilled work in the maintenance, troubleshooting, and repair of instrumentation and control systems at water and wastewater treatment facilities. Responsibilities include conducting preventive and corrective maintenance on electrical controls, instrumentation, and process automation equipment to ensure reliable and efficient operation of all systems. Serves as a technical lead for I&C staff, providing guidance, training, and support on complex maintenance and repair activities. Standby duty is required, and the position may involve shift work, weekends, holidays, and call-back duty as needed to support continuous plant operations.

The ideal candidate will be capable of performing all essential functions outlined in the job description and possess the required training and certifications. The successful applicant will be a self-motivated professional who can work effectively both independently and as part of a team. Proficiency in using electrical testing and calibration equipment is required, along with a minimum of three years of experience working with Rockwell Software and interpreting electrical blueprints, P&IDs, and other l&C-related drawings. A minimum of five years of experience in a senior or lead role within Instrumentation and Controls is highly desirable. Preference will be given to candidates with extensive experience and formal certification from an accredited trade school or other recognized institution in the l&C field.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Acts as the lead technician for the activities of skilled control system maintenance and repair of water and wastewater equipment, programmable logic controllers, variable frequency drives, computer controls, HMI interfaces and process control instrumentation.
  • Performs skilled preventative maintenance and repairs on electrical and mechanical water and wastewater systems and equipment and enters information into Computerized Maintenance Management System.
  • Schedules preventive and corrective maintenance in Computerized Maintenance Management System.
  • Responds to SCADA systems user problems; identifies SCADA systems malfunctions and repairs. Refers major issues to supervisor, operations personnel, contractors and/or system integrators.
  • Tests, troubleshoots, locates, calibrates, repairs and performs preventive maintenance on a variety of industrial electrical and electronic systems.
  • Programs Rockwell Automation Software (RSLogix/Studio 5000, SLC 500/RSLogix 500, FactoryTalk Studio/View, ControlLogix, CompactLogix, MicroLogix).
  • Troubleshoots and modifies existing PLC programs and make system hardware recommendations to resolve operational problems and improve process controls.
  • Supports Ethernet TCP/IP, Fiber, LTE and Radio SCADA networks. Troubleshoot common outages and system communication issues.
  • Provides systems integration, PLC programming, drive programming, HMI configuration, component specification, and start-ups.
  • Manages calibration data for process instrumentation.

Requirements

  • Formal Education/Knowledge: Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with a two-year associate’s degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
  • Experience: Minimum four years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver’s License.
  • Reading: Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
  • Math: Intermediate - Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Writing: Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
  • Managerial: Complex – Work requires functioning as a lead worker performing essentially the same work of those directed, and includes overseeing work quality, training, instructing, and scheduling work.
  • Policy/Decision Making: Moderate - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typical positions in this category are supervisory, highly technical, or lower level professional jobs.
  • Technical Skills: Broad Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of programs, solutions for complex issues, and/or processes. Independent judgment and decision-making abilities may be necessary to apply technical skills effectively.
  • Interpersonal/Human Relations Skills: Moderate - Interactions may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

12 Month Objectives

12-Month Objectives
Within 3 Months
  • Get familiar with City, Department, and Division policies and standard operating procedures.
  • Learn where all Public Works Water and Wastewater facilities are located.
  • Get comfortable using the Rockwell software platform and be able to do basic level programming and troubleshoot using PLCs.
  • Establish a form of communication for Preventive Maintenance & Reliability for operation staff.
  • Cut unplanned equipment downtime by 15% by using better diagnostics and documentation.
Within 6 Months
  • Standardize calibration procedures and documentation for at least 10 different instruments models.
  • Take the lead with I&C Technicians and Utility Electricians by assigning daily work orders and offering support and training when needed.
  • Complete at least 95% of scheduled preventive maintenance on key I&C equipment (flow meters, analyzers, PLCs, SCADA gear ,etc.).
  • Make sure all calibration, maintenance, and repair work meets regulatory and QA/QC standards.
  • Carryout and facilitate VFD upgrade for wastewater plant.
Within 1 Year
  • Recommend related I&C improvements for each facility.
  • Update or write at least one SOPs for I&C maintenance and troubleshooting
  • Work toward the following goals:

  • Stay 100% compliant with electrical safety, lockout/tagout, and confined space rules.
  • Mentor at least two junior techs in troubleshooting and SCADA fundamentals.
  • Continuous Improvement
  • Lead or help with one improvement project that benefits multiple departments (like alarm management or data accuracy).
  • Suggest at least two technology upgrades (sensors, instruments, or control systems) that can improve reliability or data quality.
