Job Summary
Techno-Commercial Review & Project Approvals (Real Estate)
Responsible for end-to-end techno-commercial review and approval of real estate project proposals covering Structural, Finishing, and MEP works. The role focuses on validating scope, specifications, cost estimates, vendor commercials, and market benchmarks to ensure technically sound, commercially optimized, and policy-compliant project decisions.
Core Responsibilities
Techno-Commercial Proposal Review

Conduct detailed techno-commercial evaluation of project proposals for:

Structural works
-
Architectural & finishing packages
-
MEP & allied systems
-
Review drawings, BOQs, specifications, and technical submittals along with cost implications.

Validate scope completeness vs BOQ and design intent.
-
Identify scope gaps, over-design, duplication, and cost risks.
-
Assess constructability vs cost efficiency.
Cost & Commercial Validation
-
Review detailed cost estimates, rate analysis, and tender comparisons.
-
Evaluate vendor commercials including unit rates, escalations, variations, and exclusions.
-
Validate quantity assumptions and rate reasonability.
-
Review deviation statements and commercial exceptions.
-
Recommend cost optimization and value engineering options.
Market Benchmarking & Rate Intelligence
-
Benchmark structure, finishing, and MEP rates with market data and recent projects.
-
Build and maintain rate benchmark database across key project components.
-
Provide benchmark inputs for negotiation and approval notes.
-
Highlight variances vs market and internal historical costs.
Tender & Bid Evaluation Support
-
Participate in techno-commercial bid evaluations.
-
Prepare comparative statements (tech + commercial).
-
Analyze vendor proposals on scope compliance and cost competitiveness.
-
Highlight technical deviations with commercial impact.
-
Support recommendation notes for award approvals.
Approval Governance & Control
-
Ensure proposals comply with budget, standards, and approval policies.
-
Prepare structured techno-commercial review notes for approval authorities.
-
Ensure documentation completeness before approval routing.
-
Support DOA-based approval processes.
-
Maintain audit trail and approval trackers.
Risk & Value Engineering Review
-
Identify technical and commercial risks in proposed packages.
-
Evaluate lifecycle cost vs upfront cost decisions.
-
Suggest alternative materials/systems for cost and performance optimization.
-
Review change orders and variation proposals techno-commercially.
Cross-Functional Coordination
-
Work closely with Design, Projects, QS, Procurement, and Finance teams.
-
Provide techno-commercial inputs during budgeting and tender stages.
-
Support management with decision analytics and cost insights.
Eligibility Criteria
Required Skills

Strong techno-commercial understanding of construction & MEP works

BOQ, drawing, and specification interpretation

Costing, rate analysis, and bid comparison expertise

Strong analytical and documentation skills
Preferred Background

Civil / Mechanical / Electrical Engineer or QS background

Experience in Real Estate / Construction / EPC environment

Experience in techno-commercial evaluation or project cost control
-
7–15 years relevant experience (adjust per level)
