Roles & Responsibilities – Senior MEP Safety Officer1. Purpose of the Role
To ensure the implementation, monitoring, and enforcement of all Health, Safety & Environment (HSE) requirements across MEP activities at project sites, ensuring full compliance with UAE regulations, client requirements, and company safety policies.
2. Core Responsibilities2.1 HSE Planning & Implementation
- Develop and implement Project HSE Plan, Risk Assessments (RA), and Method Statements (MS) specific to MEP activities.
- Ensure all MEP works (HVAC, Electrical, Plumbing, Fire Fighting) are executed in compliance with approved safety procedures.
- Conduct Job Hazard Analysis (JHA) for critical activities.
2.2 Site Safety Supervision
- Monitor day-to-day site activities to ensure adherence to safety standards.
- Enforce proper use of Personal Protective Equipment (PPE).
- Ensure safe execution of high-risk activities such as:
- Work at height
- Electrical works (live/isolated systems)
- Lifting operations
- Confined space entry
- Hot works
2.3 Risk Assessment & Hazard Control
- Identify potential hazards in MEP works and implement control measures.
- Review and approve Risk Assessments and Method Statements (RAMS).
- Ensure permit-to-work system is strictly followed.
2.4 Compliance & Regulatory Requirements
- Ensure compliance with:
- UAE Labour Law & HSE regulations
- Municipality and Civil Defence requirements
- Client and Consultant safety standards
- Maintain updated knowledge of safety regulations and industry practices.
2.5 Safety Inspections & Audits
- Conduct:
- Daily site inspections
- Weekly safety audits
- Monthly compliance reviews
- Raise Non-Conformance Reports (NCRs) and ensure closure within timeline.
2.6 Incident Reporting & Investigation
- Investigate all incidents, near misses, and unsafe acts.
- Prepare detailed incident investigation reports with root cause analysis.
- Implement corrective and preventive actions (CAPA).
2.7 Training & Awareness
- Conduct:
- Safety inductions for new employees
- Toolbox talks (daily/weekly)
- Specialized training for high-risk activities
- Promote safety awareness and safe working culture.
2.8 Coordination & Communication
- Coordinate with:
- Project Managers
- Site Engineers
- Subcontractors
- Client/Consultant safety teams
- Participate in HSE meetings and report safety performance.
2.9 Documentation & Reporting
- Maintain:
- HSE records and logs
- Permit registers
- Training records
- Inspection reports
- Submit periodic safety reports to management.
2.10 Emergency Preparedness
- Develop and implement Emergency Response Plans.
- Conduct mock drills (fire, evacuation, rescue).
- Ensure availability and maintenance of emergency equipment.
3. Authority & Accountability
- Authorized to stop any unsafe work/activity immediately.
- Accountable for ensuring zero harm objective on site.
- Responsible for enforcing disciplinary action for safety violations.
4. Key KPIs
- Zero Fatalities / Lost Time Injuries (LTI)
- Reduction in near-miss incidents
- 100% compliance with PPE and permit systems
- Closure of safety observations within defined timelines
- Training completion rate (>95%)
5. Required Competencies
- Strong knowledge of MEP systems and construction safety
- NEBOSH / IOSH certification (preferred/mandatory as per project)
- Excellent observation and risk assessment skills
- Leadership and communication abilities
- Problem-solving and incident investigation expertise
6. Reporting Structure
- Reports to: HSE Manager / Project Manager
- Supervises: Safety Officers / Safety Supervisors (if applicable)
Pay: AED5,000.00 - AED6,000.00 per month
