Job Description

YRCI is seeking full-time Sr. Human Resources (HR) Staffing Specialists to support our HR Remote Operations Center (HRROC™), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Although the YRCI home office is located in Reston, VA, this position is fully remote.

The Sr. Staffing Specialist serves as the designated point of contact for hiring managers and agency administrative officers within an assigned area. This position is supported by a team consisting of Staffing Specialists, Associate Staffing Specialist , and HR Assistant, in order to perform the full recruitment lifecycle within an assigned area from intake through certificate issuance and selection. The Sr. Staffing Specialist ensures all actions are executed in compliance with the agency’s Merit Hiring Plan, Office of Personnel Management (OPM) Delegated Examining (De) requirements, and applicable Federal HR law, while maintaining consistent, professional relationships with all area stakeholders.

Key Responsibilities

Serve as the named, primary Point of Contact for hiring managers and core personnel within the designated area throughout the full recruitment lifecycle; utilizing a support team to perform the staffing operations, this position will:

  • Perform the full range of complex DE and Merit Promotion (MP) staffing activities, including job analysis, assessment strategy development, qualifications adjudication, veterans’ preference review, and certificate issuance.
  • Attend client meetings, conduct hiring manager consultations, and provide strategic staffing guidance to agency program offices within the designated area.
  • Review and quality-check work products of area team members, providing constructive feedback and on-the-job training as needed.
  • Serve as the escalation point for area-level staffing issues before elevation to the Team Lead or Supervisor.
  • Ensure accurate and timely maintenance of examining case files and area tracking data in accordance with agency requirements.
  • Coordinate with the Team Lead on weekly workload reporting, intake tracking, and workload balancing across areas during surge periods.
  • Support cross-area coverage by advising when area team members are available to assist other areas when directed by the Team Lead.
  • Utilize multiple automated staffing systems and tracking tools as required.
Job Requirements
  • Must be a U.S. Citizen.
  • As a condition of employment, you must be able to obtain and maintain an active DE Unit (DEU) certification.
  • Current DEU certification and recent experience working in a DEU environment is required.
  • 6 years of Federal operational staffing experience and three (3) of those years must be recent experience; operational staffing experience includes completing job analysis in accordance with hiring managers, posting job announcements on USAJobs, performing qualifications adjudications, and issuing selection certificates.
  • This position requires start to finish operational duties in a fast-paced environment.
  • Experience performing staffing duties with USA Staffing Upgrade is required.
  • Apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Attention to detail, data quality, and data integrity.
  • Must be proficient in the use of Microsoft (MS) Office Suite.
  • Masters degree highly desirable.
  • Must be able to obtain and maintain the government-required security clearance.
