    DESCRIPTION:
    The Staff Accountant will report directly to the Director of Finance.
    The Staff Accountant is responsible for various accounting in Capital, Food Service, and Scholarship Funds, real estate tax, auditing functions, and food service reporting.
    CBSD contracts food service operations to a management company. The Director of Food Service is responsible for the general monitoring of the management company and ensuring food service program compliance with federal, state and local laws as well as district policies
    Essential Duties and Responsibilities:
    • Responsible for bookkeeping and accounting for the following governmental funds: capital project, fiduciary, and proprietary funds.
    • Maintain accounting function for real estate tax revenues and address inquiries from tax collectors and taxpayers.
    • Facilitate the accounts payable function for non-general fund transactions in coordination with the Director of Finance.
    • Review / submit non-general fund check requests or purchase orders and verify budget coding.
    • Periodically meet with the departments to review capital project fund budgets.
    • Conduct a monthly review/reconciliation of assigned general ledger accounts and make appropriate correcting entries.
    • Perform bank reconciliations of non-general funds accounts in financial software.
    • Maintain internal controls and keep documentation of procedures current.
    • Provide recommendations for expenditure reductions and revenue enhancements.
    • Provide schedules, analysis and general support to local, state, and federal auditors.
    • Prepare various reports as assigned by the Director of Finance.
    • All other duties as assigned.

    Director of Food Service Essential Duties and Responsibilities:
    • Advertise, distribute and process District Free/Reduced-Price Meal Applications, including Direct Certification and Verification.
    • Perform Pennsylvania Department of Education (PDE) Meal Counting & Claiming procedures
    • Complete Annual PDE Training and PDE Food Service Sponsor Application (PEARS)
    • Perform Onsite Monitoring for Reimbursable Meal Compliance
    • Implement and have a working knowledge of the Point-of-Sale Software Recommended by PDE -PrimeroEdge
    • Coordinate and maintain Food Service Record Keeping (3-year cycle for maintenance of audit materials)
    • Complete Annual PDE Food Service Financial Report
    • Review and Document PDE Food Service Safety Inspection Reports as required
    • Perform Civil Right Compliance Review and Documentation and serve as the Civil Right Hearing Officer for Food Service Operations
    • Monitor Food Safety Recalls and communicate with staff as needed
    • Review, Recommend, & Calculate Breakfast and Lunch Pricing & Equity Compliance
    • Monitor Compliance with Federal Procurement Regulations (per purchase) to ensure all purchasing is in compliance with state law and district policy.
    • Maintain Audit Records of Food Service Staff for TB, Background Checks, Sanitation, Etc.
    • Become an Active Member of the District Wellness Committee
    • Review of USDA and DoD Commodity Usage/Inventory and Prepare for Audits
    • Ensure Compliance with Federal Uniform Grant Guidelines, UGG
    • Monitor PDE Food Service Calendar for Deadline Compliance
    • Act as the Liaison Between the District and Food Service Management Company to coordinate a high-quality food service operation.
    • Special Project Work and all other duties as may be assigned.

    REQUIREMENTS:
    Bachelor's degree - Business or Food/Nutrition. School business and/or public accounting background a plus. 3 - 5 Years of accounting related experience.
    Working knowledge of general ledger, accounts receivable, and accounts payable software packages. Demonstrated proficiency in Excel and Word. Ability to work and function as a member of a team. Promote positive customer service image. Work in an environment with frequent interruptions. Possesses strong writing and verbal skills. Ability to prioritize tasks and follow written and oral instructions. Knowledge of governmental accounting helpful.
