Examples of Duties

Duties may include, but are not limited to, the following:

• In consultation with County Personnel and Merit Systems Services, consults with agency management and employees regarding personnel and payroll matters.
  
• Plans, assigns, supervises, reviews, and evaluates the work of staff responsible for personnel and payroll transactions.
  
• Recommends selection and discipline of assigned staff, trains staff in work procedures, plans, directs and participates in agency recruitment activities including determination of specific recruiting needs and development of recruitment plans.
  
• Assists in the preparation of job announcements and advertising, reviews or assist in the development of selection methods and materials and oversees the selection of screening panel and/or qualifications appraisal panel members.
  
• Interprets, applies and explains related laws, rules, and regulations and contract provisions, prepares policy and procedures documents for management consideration and may review current training materials for adequacy, relevancy and accuracy.

Minimum Qualifications

OPTION I

Experience:
One (1) year of experience performing work comparable to the class of Staff Services
Analyst.

OPTION II

Experience:
Two (2) years of experience performing work comparable to a Personnel Assistant in the
Interagency Merit System.

OPTION III

Education:
Equivalent to graduation from a four (4) year college or university, with coursework in Public, Business, or Personnel Administration, Political Science, or related field. (Supervisory experience, or experience providing program management analysis and recommendations may be substituted for the required education on a year-for-year basis.)

Experience:
One (1) year of analytical experience performing personnel management analysis duties which included the development of program and policy recommendations and reports.

Essential Functions

• Operate a personal computer and other modern office equipment.
  
• Perform personnel and payroll functions

• Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
  
• Resolve conflicts and respond appropriately to complaints.
  
• Complete multiple priority projects with conflicting deadlines and under stressful conditions.
  
• Establish, implement and achieve goals and objectives.
  
• Maintain confidential information in accordance with legal standards and/or County regulations.
  
• Train, evaluate, and supervise staff.
  
• Frequent use of depth perception, peripheral vision and color perception.
  
• Occasionally lift, carry, reach, push, pull, twist and manipulate large and small objects.
  
• Frequent use of hand-eye coordination.
  
• Frequent use of data entry device including repetitive hand and arm motion.
  
• Occasionally lift and carry up to 40 pounds.
  
• Normal dexterity, frequent holding and grasping.
  
Sit or stand for long periods of time.

Plan and supervise the work of technical and office support staff.

Train staff in work procedures and provide for their career development.

Perform a variety of analytical work, administrative support assignments, and personnel program development and implementation.

Develop, negotiate and monitor grants and contracts.

Gather, organize, analyze and present a variety of information and data focused on identifying ad displaying program alternatives.

Read, interpret and explain operating procedures and regulations.

Reason logically and prepare comprehensive, concise reports.

Assist in the development and implementation of new policy and procedures.

Identify training needs and development training resources.

Establish/maintain effective working relationships with those contacted during the course of the work.

• Work independently and accept increasing responsibility.

HOLIDAYS & LEAVES
MANAGEMENT LEAVE

May receive, depending upon classification, 96 hours per Fiscal Year.

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

SICK LEAVE

0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus two optional holidays.

BEREAVEMENT LEAVE

Five (5) regularly scheduled consecutive workdays.
