About this Role:

Under general direction of the Staff Services Manager III, Branch Chief, the SSM II duties include planning, managing, directing, and coordinating the procurement and contracting services program for the Department of Health Care Services (DHCS).

Meets with DHCS Division and Program management and staff to develop procurement and contract terms, as needed. Manages the development and maintenance of multiple templates and user guides. Directs Section managers and staff on the development, review, and approval of legally compliant service procurements and contracts. Develops strategies to maintain the knowledge, skills, and capabilities of departmental staff that procure and administer service contracts.

Designs and oversees the delivery of presentations and trainings to Program Managers and executives that oversee procurement projects and contract functions. Supervises, trains, and motivates two Staff Service Manager I's and Contract Analysts. Develops strategies to maintain staff skills in procurement and service contract administration. As the contract policy and procedure subject matter expert, manages the development and recommendations of new department-wide contract and procurement policy, manuals, and forms.

Working Conditions

This position is eligible for telework. Please see the Telework Information section below for telework details.

This position is subject to the Department’s Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

Working hours are Monday - Friday, 8 a.m. to 5 p.m.

Procurement and Contracting Division

PCD is responsible for assisting Department of Health Care Services program areas with the procurement of all service contracts. PCD consists of four sections: Contract Services Section (CSS), Procurement Services Section (PSS), Purchasing Section (PS) and Fiscal and Administration Section (FAS). All sections provide the Department with assistance through prompt, courteous and responsive service in a professional manner and in compliance with all State and federal laws, policies, regulations and procedures.

PCD strives to facilitate legally compliant contracts, procurements and purchases by providing high-quality support services to DHCS programs and external stakeholders including procurement planning, project management, contract development and Disabled Veteran Business Enterprise (DVBE) and Small Business (SB) advocacy.

Statement of Qualifications Requirement Section

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

The DHCS office location for this position is: 1501 Capitol Avenue (East End Complex), Sacramento, CA 95814. Incumbents are expected to work Monday - Friday, 8 a.m. - 5 p.m.
