Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Staff Services Manager (SSM) III within the Data & Innovation unit, the Services Manager II is responsible for managing the Housing Data Section within the Data and Innovation unit, providing oversight for analysis, legislative implementation projects, ongoing services, data management, and exploration of innovative solutions to housing data issues such as artificial intelligence in support of HCD’s mission.

The SSM II will oversee staff responsible for innovative and impactful housing data and policy projects; this includes projects related to accountability and enforcement of housing and land use law, creating affordable housing on state and local public lands, promoting the use of existing and emerging tools to inform and implement policy, and program and data evaluation to support Housing Element and legislative implementation and tracking through management of Housing Element Annual Progress Report (APR) data. This section, under the SSM II’s leadership, will also implement a new state law regarding Public Housing Authority housing voucher data collection and reporting. The SSM II will also oversee data collection and GIS mapping in support of various programs related to Regional Housing Needs Allocation (RHNA), affordable housing preservation, fair housing, climate change, homelessness, and interfacing with internal IT tracking systems. This position is a leadership role in state housing data and requires extensive collaboration with internal and external partners for success.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
