STAFF SERVICES MANAGER III

Under the general direction of the Executive Director of the ScholarShare Investment Board (SIB), the Staff Services Manager III (SSM III) serves as Deputy Executive Director and acts as the operational manager for the Board’s programs and office. The SSM III is responsible for directing day-to-day program administration, providing guidance to subordinate managers, and ensuring that program activities are carried out effectively and in compliance with statutory and regulatory requirements. The SSM III leads the development of program policies and operational strategies, identifies emerging issues and needs, and recommends policy actions and program improvements to the Executive Director and the Board. The position represents SIB in working with contractors, consultants, elected officials, government agencies, the State Treasurer’s Office, private sector partners, and the public, ensuring strong communication and coordination with all stakeholders. The SSM III oversees the ongoing operations of the Golden State ScholarShare College Savings Trust (ScholarShare), the California Kids Investment and Development Savings Program (CalKIDS), the Governor’s Scholarship Programs (GSP), and the California Memorial Scholarship Program (CMS), ensuring that the Board’s goals and objectives are achieved.

    • ScholarShare 529 and CalKIDS are among the largest early wealth-building programs in the nation. Please describe your experience with 529 plans, children’s savings account (CSA) programs, or other financial services programs. How have you used program or investment expertise to improve accessibility, compliance, or participation rates?
    • The SSM III is responsible for ensuring compliance with state contracting and procurement rules while advancing SIB’s strategic priorities. Provide an example of how you managed a complex contract or procurement process, ensuring accountability, efficiency, and alignment with program goals.
    • SIB’s success depends on rigorous data analysis and effective partnerships. Describe how you have used data to identify program gaps, measure performance, and make recommendations. How have you engaged external stakeholders (e.g., schools, community-based organizations, state partners, or philanthropic entities) to implement solutions?

  • Leadership and Strategic Vision: Proven ability to lead and manage a high-performing team in a complex, fast-paced environment, with a focus on continuous improvement and innovation, including experience supervising professional staff and effectively managing organizational priorities.
  • Program Expertise: Deep understanding of 529 and Child Savings Account programs, with direct experience managing or overseeing investment programs, as well as program development, implementation, and evaluation.

  • Stakeholder Engagement: Strong interpersonal and communication skills to effectively engage with internal and external stakeholders, including local governments, community based organizations, LEA's and legislative bodies.
  • Analytical and Legislative Acumen: Experience analyzing legislation, developing policy recommendations, and preparing high-level reports and briefings, including analyzing complex issues and presenting findings to executive leadership or policymakers.
  • Project and Change Management: Demonstrated success in managing large-scale projects, streamlining processes, and implementing change initiatives.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment.
