Job Description

YRCI is seeking a full-time Sr. Staffing Specialist, Quality Control and Quality Assurance (QC/QA) to support our Human Resources Remote Operations Center (HRROC™), located in Reston, VA. YRCI's HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Although the YRCI home office is located in Reston, VA, this position is fully remote.

The Sr. Staffing Specialist, (QC/QA) functions as an independent, roving oversight resource embedded across all area teams. This position does not carry a primary recruitment caseload but instead provides dedicated quality control and quality assurance coverage, ensuring consistent compliance with merit system principles, applicable Federal HR law, and agency-specific guidance throughout the period of performance.

Key Responsibilities

  • Conduct independent file reviews at key stages of the recruitment process.
  • Monitor the accuracy and completeness of recruitment documentation prior to certificate issuance across all hiring authorities, including competitive examining, Merit Promotion (MP), DEMO project, and limited appointment actions.
  • Verify compliance with the agency’s Merit Hiring Plan, OPM DE requirements, DEMO project procedures, limited appointment authorities, veterans’ preference rules, and any standing agency guidance or policy updates.
  • Serve as the team’s primary resource for policy interpretation and the dissemination of new regulatory guidance or agency directives across all applicable hiring authorities.
  • Provide weekly quality review summaries to the Team Lead and Supervisor to support ongoing performance management and contract compliance reporting.
  • Deliver constructive feedback and on-the-job training to Staffing Specialists, Staffing Specialist Associates, and HR Assistants on DEMO, limited appointment, and competitive examining procedures to improve quality and consistency across all area teams.
  • Coordinate with the Team Lead to identify recurring compliance issues and recommend process improvements or updated Standard Operating Procedures (SOP).
  • Utilize multiple automated staffing systems and HR Information System (HRIS) databases as required to support review and reporting activities.
Job Requirements
  • Must be a U.S. Citizen.
  • Active DEU certification required; ability to obtain and maintain DEU certification is a condition of employment.
  • 6 years of Federal operational staffing experience, with demonstrated expertise in job analysis, qualifications adjudication, Veterans’ Preference review, and certificate issuance.
  • Demonstrated experience with the full range of limited appointment authorities including Temporary, Term, Schedule A, and noncompetitive appointments required.
  • Experience with [AM1] [MO2] with DEMO project hiring procedures is desired.
  • Recent experience working in a DEU environment required.
  • Experience performing staffing duties with USA Staffing Upgrade required.
  • Demonstrated ability to apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
  • Proven ability to conduct independent Quality Reviews (QR) and deliver constructive corrective guidance in a production-based environment.
  • Strong attention to detail, data quality, and data integrity.
  • Proficiency in Microsoft (MS) Office Suite (Word, Excel, PowerPoint).
  • College degree preferred.
  • Must be able to obtain and maintain the government-required security clearance.
