Role Summary

As Stakeholder Manager, you will be the principal liaison between CRRC Dubai Branch’s Blue Line project team and key government, regulatory, and community stakeholders. This includes coordinating approvals, resolving public affairs concerns, managing permits, and aligning with UAE transportation and planning authorities. Your role is essential in ensuring all project phases are delivered with full compliance and strategic stakeholder alignment.

Core Duties

Develop and implement stakeholder management and public engagement strategies.

Establish strong working relationships with authorities, municipalities, regulatory bodies, and local communities.

Serve as the primary point of contact for external stakeholder communications.

Lead stakeholder meetings, workshops, and consultations throughout the project life-cycle.

Handle all matters related to public relations, community concerns, and government liaison.

Ensure compliance with UAE regulatory frameworks, permitting procedures, and urban development guidelines.

Coordinate approvals, licenses, and permits across all relevant authorities.

Track regulatory changes and assess their impact on the project.

Identify and mitigate stakeholder-related risks in collaboration with project leadership.

Candidate Requirements

Bachelor’s degree in Architecture, Civil, or Mechanical Engineering (Master’s or Chartered Engineer status preferred).

Minimum 15 years’ experience in stakeholder engagement or government relations within rail or infrastructure projects.

Arabic language skills preferred to enhance local communication.

Strong knowledge of UAE planning regulations, transport authority protocols, and project permitting procedures.

Proven negotiation, diplomacy, and interpersonal communication skills.

Prior experience liaising with Dubai government entities, municipalities, and community groups.

Excellent writing, presentation, and reporting abilities.
