Job Description:

Parsons is seeking a highly skilled and motivated Stakeholder Manager (Saudi National) to join our Design Management Team. This role will focus on managing stakeholder engagement and approvals for large-scale infrastructure and Buildings design projects. The ideal candidate will lead a team of Stakeholder Engineers, ensuring seamless coordination with internal design teams and external stakeholders to meet project objectives.

Key Responsibilities:

  • Serve as a key member of the Design Engineering Management Team, providing comprehensive support for stakeholder-related activities under the guidance of the Project Management Team.

  • Coordinate, manage, and liaise with all relevant Stakeholders, Authorities, Consultants, and Contractors to ensure alignment with project requirements.

  • Organize and facilitate meetings, workshops, and presentations with stakeholders, preparing detailed minutes and action plans.

  • Review and manage all documentation submitted to authorities, track submissions, and provide feedback to the design team for necessary actions.

  • Prepare reports, manuals, and guideline documents related to stakeholder engagement and handover processes as requested by the client.

  • Attend weekly and monthly project meetings, track stakeholder-related actions, and follow up on progress to ensure timely resolution.

  • Develop and implement structured communication strategies to facilitate collaboration between internal teams, client departments, and external stakeholders.

  • Define stakeholder needs and develop tailored communication and engagement initiatives to address them effectively.

  • Coordinate and document workshops, meetings (both online and in-person), working groups, and committee sessions, ensuring accurate records of discussions and decisions.

  • Manage focus groups involving companies, businesses, airline operators, and government departments to address project-specific requirements.

  • Develop and maintain a RACI Matrix for all internal and external stakeholders to clarify roles and responsibilities.

  • Provide senior management with insights and recommendations to enhance stakeholder understanding of new processes and technologies within the program.

  • Support the implementation of Project Management Plans (PMP) and Project Quality Plans (PQP), ensuring alignment with stakeholder requirements.

  • Proactively identify and address potential delays or risks to project milestones, escalating issues to the Team Leader as necessary.

Requirements:

  • 10+ years in Stakeholder Management, preferably on large-scale infrastructure projects.

  • Bachelor’s degree in Engineering or a related field.

  • Proven experience engaging senior stakeholders across complex programs with multiple internal and external parties.

  • Strong leadership skills with the ability to manage teams and drive results in a dynamic environment.

  • Demonstrated ability to meet tight deadlines while maintaining attention to detail and quality.

  • Exceptional interpersonal and communication skills, including the ability to present effectively to diverse audiences.

  • Excellent judgment, assertiveness, and diplomacy in managing conflicts and high-pressure situations.

  • Proficiency in English (written and spoken), with strong technical report writing and presentation skills.

  • Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint, etc.).

  • Ability to work independently with minimal supervision.

Preferred Qualifications:

  • Background in Technical/Engineering disciplines.

  • Strong problem-solving skills and a proactive approach to challenges.

  • Exceptional interpersonal skills, including active listening and effective communication.

  • A collaborative mindset with a focus on teamwork and fostering positive relationships.

  • Experience in stakeholder engagement for infrastructure or utility projects is highly desirable.
