Criminal Justice Coordinating Council
The Criminal Justice Coordinating Council (CJCC) is administratively attached to GBI. CJCC is legislatively charged with eleven areas of criminal justice coordination. Among those responsibilities is to serve as the statewide clearinghouse for criminal justice information & research. Develop criminal justice legislative & executive policy proposals; & serve in an advisory compacity to the Governor on issues impacting the criminal justice system. CJCC plans & administers tens millions of dollars in federal criminal justice and victim services grants.

Description: The Statewide Protocol Planning and Policy Development Specialist serves as the lead planner for the IMPACT Initiative (SCPI) and will convene the State Expert Committee (SEC) to develop, enhance and refine state model protocols and policies and identify, develop, and implement training resources that promote community collaboration.

Provides leadership on policy, protocol, programmatic initiatives, and funding priorities to support IMPACT’s goals, objectives, and activities.

Provides leadership that encourages innovation and collaboration between all SEC members and state and local partners.

Recommends and implements policies, procedures, and protocols that create efficiency and effectiveness towards the implementation of IMPACT and new projects.

Provides leadership that encourages the coordination and leverage of resources to accomplish agency and project objectives.

Participates and assists the application process for formula and competitive grants that assist in accomplishing agency and project objectives.

Responsible for grant reporting for assigned grants and projects.

Key Duties & Responsibilities:
-
Coordinate, regularly convene, and moderate IMPACT project planning teams that consist of the core partners (SEC);
-
Assist in identifying and developing policies and procedures related to the domestic violence, sexual assault, and Family Justice Centers
-
Craft, develop, and design policies, protocols, and guides under the guidance and direction of the SEC
-
Craft, develop, and deliver presentations at conferences, seminars, trainings, and workshops face to face or via the internet

Serve as the subject-matter expert on statewide protocol and policy initiatives of SCIP
-
Research, prepare, and submit grant proposals to address the needs of the state and those identified by the SEC to meet the goals and objectives of SCPI

Analyze, research and develop reports that include summary and analytical explanations

Work collaboratively with the Statistical Analysis Center to develop surveys, forms, and other tools to track engagement, implementation, and impact of IMPACT

Serve as the logistical coordinator for all project-related focus groups, workshops, trainings sessions and other events

Execute contracts and subawards in support of IMPACT project goals and objectives

Manage project budgets and approve allowable expenditures

Create and disseminate information packages, fact sheets, program newsletters, resource guides, policy manuals, etc.

Assist with the analysis and monitoring of program evaluations and strategic plans

Effectively and accurately communicate information to stakeholders
-
Obtain and evaluate input from stakeholders

Represent CJCC in a professional manner at all meetings and events

Draft and submit progress reports to federal grantors; and

Monitor compliance with grant stipulations and program progress through on-site evaluations and review of plans and reports
Preferred Qualifications:
-
Knowledge of domestic violence and family violence victimizations and the criminal justice system

At least four years of knowledge of victim services & grants services
-
At least four years knowledge planning, developing, organizing & executing programs related to Grants & Victim Services
High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and four (4) years of job-related experience; or two (2) years experience required at the lower level Planner 2 (GSP051) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
