Strategic Planning Expert (Native Arab)

Position Overview

We are seeking a highly analytical and results-driven Strategic Planning Consultant with deep knowledge of the telecommunications and IT sectors. The Consultant will support executive leadership in shaping long-term strategy, driving sectoral policy initiatives, and strengthening Qatar’s digital and communications landscape in line with national objectives.

This role requires an individual with strong industry expertise, exceptional analytical skills, and proven experience working within telecom, IT, or government regulatory environments. The Expert will lead strategic studies, conduct market and technology analyses, and support digital transformation initiatives across the Authority.

Key Responsibilities

1. Strategy Development & Long-Term Planning

  • Collaborate with leadership to define long-term strategic objectives aligned with national digital and telecom sector visions.
  • Develop actionable strategic plans addressing sector growth, digital transformation, spectrum strategy, consumer protection, and regulatory modernization.
  • Translate national policy directions into operational programs and measurable initiatives.

2. Market, Technology, & Competitive Analysis

  • Conduct in-depth analysis of global and regional telecom/ICT trends
  • Assess market competition, operator dynamics, and shifts in consumer behavior to support strategic decision-making.
  • Provide evidence-based recommendations to advance sector development and regulatory excellence.

3. Strategic Initiatives & Transformation Projects

  • Coordinate with telecom operators, government entities, and private stakeholders on strategic programs.

4. Business Cases, Financial Modeling & Risk Assessment

  • Develop comprehensive business cases to evaluate new initiatives, technologies, partnerships, and regulatory shifts.
  • Conduct financial modeling, cost-benefit analysis, scenario planning, and risk assessments for strategic programs.

5. Partnerships, M&A, and Sector Development Support

  • Assist in evaluating partnership opportunities, joint programs, and market entry scenarios involving telecom operators, digital service providers, and international regulators.
  • Support studies related to M&A activities within the telecom sector to assess market competition and regulatory implications.
  • Contribute to national-level engagements involving innovation ecosystems, foreign investments, and emerging technology initiatives.

6. Stakeholder Facilitation & Communication

  • Facilitate strategy workshops, consultations, and working groups with internal departments, the telecom industry, and government entities.
  • Prepare high-quality strategy reports, policy briefs, presentations, and executive summaries tailored for senior leadership and national committees.
  • Ensure clear and compelling communication of insights and recommendations.

Qualifications:

· Bachelor’s degree in engineering, Business Management or a related field (Master’s or MBA preferred).

· Minimum of 8+ years of experience in strategic planning, management consulting, or corporate strategy - preferably within the IT or Telecom industry.

· Strong understanding of IT or telecom market dynamics, technologies, and regulatory environments.

· Excellent communication, presentation, and stakeholder management skills.

· Highly proficient in Excel, PowerPoint, and data visualization tools (e.g., Tableau, Power BI).

· Ability to work independently and manage multiple projects in a fast-paced environment.
